Carlson, J. Marlin,
J. Ziglar, T. Bennett and D. Krahl

FROM: U. Kappus, Executive Director

RE: Potential Financing Opportunities

It has become clear that the Authority's financing opportunities, using
revenue bonds over the next few years for major projects will principally be
restricted to Municipal and Industrial (M&I) water supply systems. The basin-
wide studies we are conducting will form the back bone of Authority financing
opportunities for the longer term, defined as beyond the next three years.
However, the need for us to enter the bond market and complete our mission is
upon us. Thus, over the next year I plan to spend a considerable amount of my
energies in identifying, pursuing and consummating revenue bonding opportu-
nities for water projects that were not formulated by the Authorit~

We presently have several such potential short-term (one to three year)
opportunities:

. Colorado River .Iater Conservation District-Rock Creek Dam or alterna-
tive

. City of Broomfield - Great Western Reservoir + Pipeline to North

. City of Westminster - 12,000 af new reservoir storage upstream of
Standley Lake

. City of Aurora - Senac Reservoir and pipelines

. Upper Yampa Water Conservancy District - Stagecoach Project

There are also several other long-term large financing prospects such as
Two Forks and Thornton's water schemes. If the Board knows of any other water
projects that should be added to the list of potential financing opportunities
for the Authority please let me know. I am talking to all of these entities
to let them know of our interes~
