,

.
Cash Flow Projections
December 27, 1985
Page four

.

Conclusions

The Authority will have sufficient positive cash flow for 1986 and
1987 if the Animas-LaP1ata Project does not materialize and if project
and operating expenditures do not exceed about $4,000,000. However,
if the Animas-LaP1ata Project does proceed and expenditures increase
to $7,500,000 in 1987, approximately only $6,000,000 would remain for
fiscal year 1988 operations.

In order to maintain a viable level of activity after providing
cost-sharing funds for Animas-LaPlata, it appears that the Authority
will need to seek additional funding from the Colorado General Assembly.
This funding issue will be addressed in a subsequent memorandum which
will incorporate your comments on the preceding analysis.

We anticipate a thorough discussion of the scenarios and their
implications to the budget at our February meeting.

UK/m
