Technical Review of Work Produ~: The Project Manager will be ultimately
responsible for production of all deliverables. To ensure that the draft and final reports are
prepared in a technically responsible manner, the Project Manager will:

· Develop draft outlines for all major deli verables and circulate them to the appropriate
Project Team members for review and comment. This must be done early enough to
incorporate informed suggestions and comments into the final outline. The draft outline
will include content, plans for graphic displays, formats for presentation of results, and
other pertinent items. The outline will be forwarded to the cli ent for review and comment.

. Gather, review, and integrate results of work by tcchnical staff and scrutinize such
materials for their responsiveness, technical accuracy, and adherence to study objectives.

· Solicit and obtain appropriate review comments on all pre-draft and pre-final reports. The
Senior Engineers, technical staff, and expert advisors, as needed, will review all products
prior to submittal to the CWCB.

· Implement a thorough Total Quality Control program to cover checking of methodology,
assumptions, computations, data files, and other study results (a process overseen by an
independent QAlQC officer).

. Coordinate with the staff performing field activities and measurements to ensure that
appropriate QAlQC plans are in effect.

Edi tori al Rev; ew of Work Producu: Each Senior Engineer will be responsible
for requesting and obtaining editorial review of reports, documentation, and other work
products. Material will undergo complete editorial review by an experienced editor.
Thorough attention will be given to each report section as it relates to the report and to the
objectives of the study. Technical editors wil.! ensure the appropriateness and correctness of
the language used by what may be multiple contributors so that the document is uniform in
tone and adequate in its scope and detail. Where individual sections need to be expanded or
clarified, or where certain passages are too wordy, the editor will, in consultation with the
author, make the adjustments necessary to produce a document that reads smoothly. Thc
editor will also scrutinize the document for consistency of format in text and tables and for
clarity in graphics layout and sketches.

Review copies of text sections, tables, and graphic malerials will bE: returned as they arc
completed, to the editor who made the original review. After a thorough proofreading of all
text, tables, initial editorial changes, format-related aspects of the text, and graphic material,
editors will read each document once again to check thE; accuracy of all previous
proofreading. Copies of the completed document will then be sent to the author for final
review and further changes or adjustments, as necessary prior to final printing.

B. Schedule/Budget Control

Effective project control requires strict adherence to schedule and budget for each task of the
contract. ICON will apply a schedule and budget tracking system for each contract based on a
series of in-house automated project tracking procedures, as well as regular communication

22
