VI. Quality and Schedule Control

A. Quality Control

ICON has embraced the philosophy of Total Quality Management (TQM) which focuses on
anticipating and preventing problems, rather than merely reacting to them. Our TQM
Program is client- and product-focused, and is an established part of our corporate culture.
ICON has not only developed strong quality assurance and quality control (QA/QC)
procedures, but we have integrated quality into our corporate culture through the
implementation of strict review procedures. This evolution has reduced the necessity to
correct work, and ensures timely and efficient completion of all tasks and subtasks.

Our Quality Assurance Program provides:

. Uniformity of services for frequently performed tasks

. Continuity throughout a project so that the work progresses as an organized, planned
sequence of events

· Controls within a project achieved through the adherence to uniform practices and
specific controls in response to the project's requirements

. Fulfillment of pertinent regulatory requirem(~nts

The quality of our professional services is a direct result of our efforts to integrate TQM into
the day-to-day operations of our firms. Our QNQC procedures reduce the necessity to
correct work and ensure timely and efficient completion of all tasks. While operating within
established guidelines, QA and QC procedures at ICON remain flexible so they can be
tailored to fulfill the needs of individual clients and projects.

The following management control functions which are discussed in greater detail throughout
this submittal will be implemented, as appropriate, for this project:

Project Management Fun

./ Contract Completion
./ Technical Review of Work P
./ Editorial Review of Work Pr
./ Maintenance of Schedule an
./ Progress Monitoring and Rei
./ Subcontractor Contract Man
./ Quality Control and Assuran

roduct
oduct
d Budget

Jorting
agement

ce

Contract Completion: Defining small individual tasks broken out from the overall
contract is the key to successful completion of any contract. The teanl has applicable
experience in assisting the CWCB in defining scope, preparing cost estimates, and conducting
technical tasks. Our contract management process and large, highly-trained staff will allow
for the simultaneous execution of several tasks in multiple disciplines.

21
