among team members and with the CWCB.

Upon receipt of a contract, a schedule will be developed. Project activities will be tracked
against the schedule to identify possible difficulties. If a problem occurs, the Project
Manager will redistribute project staffing resources to offset any delays.

For schedule management, ICON will use an automated project account reporting system.
This program, Microsoft Project Management, allows establishing critical path diagrams,
coupled with both manpower estimates and actual manpower usage. This can be shown on
either simple bar graphs, or on more detailed flow diagrams. This system will track all
charges made against a task order (including salary, expenses, and subcontractor/consultant
invoices). Reports will be provided to all key personnel for their review and use. These
reports will be used to track financial performance and to prepare project invoices.

C. Claims

ICON, and its predecessor firm (Colorado branch office of Greenhome & O'Mara) has never
been the subject of court or arbitration judgments for or against the firm. We carry a
$1,000,000 professional liability insurance policy that will be in full effect for the duration of
the study.

D. Project Budget Compliance

We are particularly proud of the fact that repeat business makes up the vast majority of our
work. We have completed over 200 projects for the Urban Drainage and Flood Control
District, and over 20 projects for the City of Fort Collins. Completing work on time and
within budget is the only way to maintain such long term relationships.

E. Communications

The Project Manager will be responsible for overall monitoring and reporting. Monthly
progress status reports will be submitted by ICON to the CWCB which summarize the
technical and financial progress and status of each task under the contract. Progress repOlts
for the previous month's work will be transmitted to the CWCB, by the 10th of each month, to
ensure timely review and response to project requirements.

Informal, regular progress updates will be accomplished through meetings or telephone calls
between the Project Manager, Senior Engineers, and subcontractors. The ability to complete
each task within budget and time will be documented in writing by the Project Manger.

The ICON team has proven project team coordination and management talents. Our
experience in successfully executing similar contracts with various clients has been
strengthened by the fact that all of the senior ICON managers have worked together for so
many years on other projects. This familiarity and knowledge of team members will enable
us to readily implement our Management Plan and effectively respond to your needs.

23
