<br />The Board requested that studies of the Narrows Dam and <br />Reservoir be eXl)edited. However, Public law 88-442, approved <br />August 14, 1964, de-authorized all units of the Missouri River <br />Basin Project on which construction had not been initiated. It <br />became necessary, therefore, to reorient the studies toward the <br />preparation of a feasibility planning report. That report is <br />current:q being prepared in anticipation of presentation to the <br />Congress ear:q in calendar year 1966. <br />The Narrows Dam and Reservoir would be a muJ.tiple-purpose <br />facility serving the functions of irrigation, flood control, <br />recreation, fish-Wildlife propagation, and possibly municipal <br />water. The dam proper would be constructed across the South <br />P1.a.tte River just above the juncture of Bijou Creek. The 1951 <br />definite p1.a.n also provided for extension of the dam by means of <br />a di.ke across Bijou Creek which would di.rect flows of that stream <br />into the Narrows Reservoir. However, a subsequent reevaluation of <br />flood control benefits by the Corps of Engineers rendered the Bijou <br />Creek diversion economically unjustified. Consequent:q, recent <br />p1.a.nning has e11lninated the Bijou di.ke. During the June 1965 <br />flood, Bijou Creek was a major contributor to downstream flood <br />damages. As a resuJ.t, the Corps of Engineers has been requested <br />to again reexamine flood control requirements in the area and to <br />determine whether flood control benefits wouJ.d support the added <br />cost of the Bijou Creek diversion. <br />In addition to its tremendous value for flood control, the <br />Narrows Dam and Reservoir is urgent~ needed for supplemental <br /> <br />8 <br />
