The above referenced report is a revision of a previous <br />report with the same title dated November, 1986. That previous report <br />was designated and approved by the Colorado Water Conservation Board by <br />Resolution No. FPR 270 dated October 1, 1987. <br /> <br />As noted above, the December, 1988, report is a revision of the <br />previous report. Specifically, the discharges, profiles and flood <br />outlines for Walnut Creek and Big Dry Creek have been revised to account <br />for additional inadvertent flood routing capability for which the <br />District and the City of Westminster have signed an adequate assurance <br />agreement (copy enclosed). None of the other drainageways covered in <br />the original report were revised in any way in the December, 1988, <br />report. Therefore the District would like to amend its request of May <br />9, 1989, to the Water Conservation Board to the following. The Urban <br />Drainage and Flood Control District requests that the Colorado Water <br />Conservation Board rescind its designation and approval of Sheets 7 <br />through 37, 77 and 78 from "Flood Hazard Area Delineation, Westminster <br />Area," dated November, 1986, as previously designated and approved in <br />Resolution FPR 270 and further that the Colorado Water Conservation <br />Board desi-gnate and approve Sheets 7 through 37, 77 and 78 from "Flood <br />Hazard Area Delineation, Westminster Area" dated Revised December, 1988. <br /> <br />We have been advised by your staff that the revised report does not <br />comply with the Colorado Water Conservation Board's "Rules and <br />Regulations for the Designation and Approval of Floodplains and of Storm <br />or Floodwater Runoff Channels in Colorado" which were adopted in the <br />time period between publication of the November, 1986, report and the <br />December, 1988, report. I would also like to request a variance from <br />the Colorado Water Conservation Board's rules and regulations, in <br />conjunction with the above request.
