<br />are requested are as follows: Rule 5.B.l - request a variance from the <br />requirement to include the 50-year frequency discharges. Rule 5.C.l - <br />request a variance from the requirement to provide 10- and 50-year <br />hydraulic calculations, and to provide the 10-year profile and a summary <br />of the 50-year hydraulic calculations in a table. Rule 5.D.2. - request <br />a variance from the requirement to show flood contours on the flooded <br />area maps. <br /> <br />We are requesting these variances for several reasons. First of <br />all, the revisions were intended to revise thirty-three sheets out of a <br />total of seventy-nine sheets in the original report. In the original <br />report we did not compute any 50-year hydrology, did not conduct <br />hydraulic analyses for the 10-year and 50-year discharges, and did not <br />use flood contours because they were not required at the time. It would <br />be a significant expense for the District to go back and complete the <br />hydrologic and hydraulic calculations, to redraft the sheet to add <br />10-year profiles and flood contours, and to reprint the report. Since <br />the regulatory floodplain is the 100-year frequency event, and since the <br />information required for which the District is requesting a variance is <br />not absolutely necessary in order to allow for the proper management and <br />regulation of the 100-year floodplain, the District requests the <br />variances noted above in order to save money and to receive the <br />designation and approval of the new floodplains recognizing the adequate <br />assurances agreements. The variance is necessary because of the timing <br />of the November, 1986, report and the revised report dated December, <br />\~~9 _~-1989, and the adoption of the CWCB regulations. All UDFCD flood hazard <br />-~- delineation reports initiated since adoption of the CWCB regulations <br />meet all requirements. <br /> <br />Your consideration of this request is appreciated.
