The total annual cost is comprised of esti- <br />mated average annual damages, annual operation and maintenance cost and the <br />annual cost of construction. The annual damage was derived by computing the <br />area under the damage curve to find the total damage for 100 years, and then divid- <br />ing that figure by 100 to obtain the average annual damage. The "total" figure is <br />the sum of annual damage costs, annual 0 & M costs, and the construction cost <br />broken down to an annual cost. This sum is an estimate of the average annual cost <br />to the community. A comparison of the annual costs for the "Do-Nothing" and <br />"Recommended" altematives indicates a great savings in annual cost to the community <br />by implementing the recommended scheme. <br /> <br />Table IV-5 presents an allocation of total project costs based on the cost <br />attributable to the following functions: <br /> <br />Direct Drainage Costs - includes all costs associated with modifying <br /> <br /> <br />the channel to adequately convey the design flows. <br /> <br />Traffic Costs - includes costs associated with modifying culverts or <br />bridges to pass design flows, and slope protection required to prevent <br />damage to existing streets adjoining the channel. <br /> <br />land Acquisition - includes cost of acquiring land for channel improve- <br />ments and flood plain zoning. <br /> <br />Utilities - includes cost of relocating utilities. <br /> <br />Grass and Trails - includes cost of aesthetic treatment of the project, <br />as well as footpaths, bike and horse trails, and any other recreation <br />features incident to the project. <br /> <br />In some instances, money spent on one function will benefit another; an example of <br /> <br />this is the North Valley Shopping Center culvert improvement. This improvement is <br /> <br />allocated as a direct drainage cost, because no modification is necessary to E. 84th <br /> <br />IV-3 <br />
