Elimination of this flooding reduces street 0 & M cos~ and eliminat~s <br />inconvenience to traffic, and therefore benefi~ traffic, even though no costs are <br />allocated to traffic. In the District's final negotiations with local entities, the <br />possibility of a cost allocation based on benefits should be considered, to see whether <br />a more equitable distribution of costs can be derived. <br /> <br />IV-4 <br />
