Avenue or Washington Street; however, the culvert improvement will eliminate the
flooding of these streets, which presently occurs with flows greater than lO-year
frequency. Elimination of this flooding reduces street 0 & M cos~ and eliminat~s
inconvenience to traffic, and therefore benefi~ traffic, even though no costs are
allocated to traffic. In the District's final negotiations with local entities, the
possibility of a cost allocation based on benefits should be considered, to see whether
a more equitable distribution of costs can be derived.
