DEPARTMENT OF INSTITUTIONS <br /> <br />I NORMA~ RESPONSIBILmES I <br /> <br />1. Provide counseling to those who are emo- <br />tionally disturbed as a result of disaster <br />emergencies, Develop an assessment as <br />soon as possible following a disaster to <br />detennlne those who may need assistance, <br />then follow up and report general results to <br />the DODES Indlvldual Assistance Officer <br />and to the County Emergency Prepared- <br />ness Officer, Maintain contact with federal <br />mental health agencies, and evaluate the <br />need and make recommendations for <br />federal assistance under PL 93-288. <br /> <br />2. Provide advice and assistance to relief and <br />response agencies when requested, <br /> <br />3. Develop and maintain emergency plans for <br />each custodial facility which address <br />specific hatards, <br /> <br />I SPECIAL RESPONSIBILITIES I <br /> <br />1, State Emergency Management Systems <br /> <br />a, Be prepared to provide facilities, staff <br />and youth labor forces when conditions <br />permit, <br /> <br />2. State Contingency Response Procedures <br />Provide for the tasks and responsibilities as- <br />signed to the Department In Part III, "State <br />Contingency Response Procedures," as <br />prescribed under each separate contingen- <br />cy plan. <br /> <br />3, National Emergency Response Procedures <br />Be prepared to conduct operations on <br />order of the Governor, to accomplish the <br />responslbNftles listed below: <br /> <br />a. Analyze disaster or potential disaster <br />conditions, statewide needs, national <br />requirements. Recommend to the <br />Governor those normal and special dis- <br />aster functions (in addition to respon- <br /> <br />28 <br /> <br />slbNlties listed in this plan) that should <br />be reduced, strengthened or maintained <br />during the emergency period, Be <br />prepared to make this recommendation <br />through DODES within 24 hours after <br />receiving notification; be prepared to <br />adjust work assignments within the <br />department as soon as appropriate, <br /> <br />b. Be prepared on order of the Governor, <br />to commence and rapidly develop ac- <br />tive planning to carry out the respon- <br />sibRltles listed below and any others <br />determined by the Governor (In B- <br />above) to be necessary: <br />(1) Move selected elements (including <br />critical docurnents) of the depart- <br />ment to a different location(s) <br />offering greater protection; loca- <br />tion(s) will be detennlned by the <br />Governor in consultation with the <br />executive director of the depart- <br />ment. <br /> <br />. <br /> <br />. <br /> <br />(2) Provide liaison at the SEOC or other <br />locations selected by the Governor. <br /> <br />(3) Analyze, evaluate and report on the <br />mental health status of the populace <br />of Colorado. Develop and manage a <br />plan to deal with the identified men- <br />Ial health problems, <br /> <br />(4) Provide psychological counseling <br />for casualties and those elements of <br />the population in shelters or recep- <br />tion and congregate care centers. <br /> <br />(5) Provide shelter protection and/or <br />relocation of the staff and patients In <br />each of Its custodial facilities; <br />should movement of patients from <br />Institutional locations be necessary, <br />provide shelter for the staff and <br />patient personnel. <br /> <br />. <br />
