I. DEPARTMENT OF INSTITUTIONS

I NORMA~ RESPONSIBILmES I

1. Provide counseling to those who are emo-
tionally disturbed as a result of disaster
emergencies, Develop an assessment as
soon as possible following a disaster to
detennlne those who may need assistance,
then follow up and report general results to
the DODES Indlvldual Assistance Officer
and to the County Emergency Prepared-
ness Officer, Maintain contact with federal
mental health agencies, and evaluate the
need and make recommendations for
federal assistance under PL 93-288.

2. Provide advice and assistance to relief and
response agencies when requested,

3. Develop and maintain emergency plans for
each custodial facility which address
specific hatards,

I SPECIAL RESPONSIBILITIES I

1, State Emergency Management Systems

a, Be prepared to provide facilities, staff
and youth labor forces when conditions
permit,

2. State Contingency Response Procedures
Provide for the tasks and responsibilities as-
signed to the Department In Part III, "State
Contingency Response Procedures," as
prescribed under each separate contingen-
cy plan.

3, National Emergency Response Procedures
Be prepared to conduct operations on
order of the Governor, to accomplish the
responslbNftles listed below:

a. Analyze disaster or potential disaster
conditions, statewide needs, national
requirements. Recommend to the
Governor those normal and special dis-
aster functions (in addition to respon-

slbNlties listed in this plan) that should
be reduced, strengthened or maintained
during the emergency period, Be
prepared to make this recommendation
through DODES within 24 hours after
receiving notification; be prepared to
adjust work assignments within the
department as soon as appropriate,

b. Be prepared on order of the Governor,
to commence and rapidly develop ac-
tive planning to carry out the respon-
sibRltles listed below and any others
determined by the Governor (In B-
above) to be necessary:
(1) Move selected elements (including
critical docurnents) of the depart-
ment to a different location(s)
offering greater protection; loca-
tion(s) will be detennlned by the
Governor in consultation with the
executive director of the depart-
ment.

(2) Provide liaison at the SEOC or other
locations selected by the Governor.

(3) Analyze, evaluate and report on the
mental health status of the populace
of Colorado. Develop and manage a
plan to deal with the identified men-
Ial health problems,

(4) Provide psychological counseling
for casualties and those elements of
the population in shelters or recep-
tion and congregate care centers.

(5) Provide shelter protection and/or
relocation of the staff and patients In
each of Its custodial facilities;
should movement of patients from
Institutional locations be necessary,
provide shelter for the staff and
patient personnel.
