<br />e <br /> <br />e <br /> <br />e <br /> <br />11190 <br /> <br />Colorado Emergency Operations Plan <br />SEOP - Part 1 (Basic Plan) <br /> <br />DODES 24 Hour Emergency <br />Telephone II 279-8855 <br /> <br />offering greater protection; Ioca- <br />tlon(s) will be determined by the <br />Governor In consultation with the <br />executive director of the depart- <br />ment <br /> <br />(2) Provide liaison at the SEOC or other <br />locations selected by the Governor. <br /> <br />(3) Provide periodic assessments to <br />DODES/SEOC of potential vul- <br />nerability and actual damage <br />Impacts to the state's transportation <br />networks (hIghway, rail and air). <br /> <br />(4) Prepare for and provide expeditious <br />emergency repairs and rehabilita- <br />tion of transportation networks, <br /> <br />(5) Develop and implement as directed <br />a system of emergency highway <br />traffic regulation and control In con- <br />sonance with federal guidance and <br />directions. <br />4, Emergency Resource Management Systems <br />Agency responslbllties to be developed on <br />the basis cI the existing Colorado Emergen- <br />cy Resource Management Plan (Sept 1966) <br />and upon Issuance of national program <br />guidance, <br /> <br />I COORDINATION RESPONSIBIUTIES I <br /> <br />1. In a national emergency, Identify those <br />routine transportation services that can be <br />suspended and upon approval of the <br /> <br />27 <br /> <br />Governor, take action to suspend such ac- <br />tivities, <br /> <br />2. Provide Department of Highways action of- <br />ficers at the SEOC, the Field Coordination <br />Center, and other stale command and con- <br />trol facilities that may be designated, <br /> <br />3, Inform DODES (SEOC when activated) of <br />emergency transportation net- <br />work/resource-related problems Identllled <br />within the state. <br /> <br />4, Verify potential disaster-related transporta- <br />tion problems; take action as appropriate, <br /> <br />5. Provide for continuity of leadership and <br />operations, Establish a line of succession <br />for each key position within the depart- <br />ment/agency and Its subordinate elements <br />to ensure that the department/agency can <br />continue to perform Its essential activities. <br />Identify all records and other documents <br />vital to continuity of operations, Establish a <br />method to preserve same by copying, <br />microfiche, or other means for safekeeping <br />at an alternate location. Develop a plan to <br />relocate all essential elements of the depart- <br />ment/agency In event of a major natural or <br />man-made disaster. Be prepared to move <br />staff and critical documents to a different <br />base(s) of operations as designated by the <br />Governor. Be prepared to conduct opera- <br />tions for an extended period at the alternate <br />location. <br />
