In a national emergency, Identify those routine transportation services that can be suspended and upon approval of the 27 Governor, take action to suspend such ac- tivities, 2. Provide Department of Highways action of- ficers at the SEOC, the Field Coordination Center, and other stale command and con- trol facilities that may be designated, 3, Inform DODES (SEOC when activated) of emergency transportation net- work/resource-related problems Identllled within the state. 4, Verify potential disaster-related transporta- tion problems; take action as appropriate, 5. Provide for continuity of leadership and operations, Establish a line of succession for each key position within the depart- ment/agency and Its subordinate elements to ensure that the department/agency can continue to perform Its essential activities. Identify all records and other documents vital to continuity of operations, Establish a method to preserve same by copying, microfiche, or other means for safekeeping at an alternate location. Develop a plan to relocate all essential elements of the depart- ment/agency In event of a major natural or man-made disaster. Be prepared to move staff and critical documents to a different base(s) of operations as designated by the Governor. Be prepared to conduct opera- tions for an extended period at the alternate location.
