<br />1/91 <br /> <br />Colorado Emergency Operations Plan <br />SEOP - pan 1 (Basic Plan) <br /> <br />DODES 24 Hour Emergency <br />Telephone # 279-8855 <br /> <br />1966) and upon issuance of national pro- <br />gram guidance. <br /> <br />I COORDINATION RESPONSIBIUTIES I <br /> <br />1. Inform the SEOC of agricultural, fire, <br />climatic, and energy related disaster <br />problems identnied within the state. <br /> <br />2. Verify potential disaster related agricultural, <br />fire, climatic, and energy problems which <br />have been identified; take appropriate ac- <br />tion, <br /> <br />3, Initiate coordination with the SEOC con- <br />cerning disaster related problems which <br />have been verified. and provide technically <br />oriented fire. climatic, energy personnel and <br />advice to the SEOC, when requested, <br /> <br />4. Provide a departmental coordinating officer <br />to the disaster area Field Coordinating Cen- <br />ter to facilitate application of departmental <br />resources, when requested. <br /> <br />5. Validate and aggregate assessments of <br />wildfire damage and other natural disaster <br />damage to universities, museums, and his- <br />torical facilities, and provide the SEOC with <br />a summary. <br /> <br />6. Provide specialists to the state-federal <br />decision making meetings or briefings, and <br />to accompany key officials on aerial recon- <br />naissance of the disaster area, when re- <br />quested, <br /> <br />7. Make periodic reports to the SEOC con- <br />ceming agriculture, wUdfire, climatic, and <br />energy disaster related problems, <br /> <br />8. Validate and assist in assessment of wildfire <br />damage and other natural disaster damage <br />to forests, rangelands, and other watershed <br />producing lands, public and private. <br /> <br />9. Within three months after a disaster, submit <br />recommendations to DODES for the institu- <br />tion of improved response, relief, and future <br />preventive measures, <br /> <br />10. Provide for continuity of leadership and <br />operations. Establish a line of succession <br />for each key position within the department/ <br />agency and Its subordinate elements to en- <br />sure that the department/agency can con- <br />tinue to perform its essential activities, <br />Identify all records and other documents <br />vital to continuity of operations, Establish a <br />method to preserve same by copying, <br />microfiche, or other means for safekeeping <br />at an alternate location. Develop a plan to <br />relocate all essential elements of the depart- <br />ment/agency In event of a major natural or <br />man-made disaster. Be prepared to move <br />staff and critical documents to a different <br />base (s) of operations as designated by the <br />Governor. Be prepared to conduct opera- <br />tions for an extended period at the alternate <br />location, <br /> <br />. <br /> <br />. <br /> <br />. <br /> <br />22 <br />
