DEPARTMENT OF HIGHER EDUCATION <br /> <br />. <br /> <br />I NORMAL RESPONSIBILITIES I <br /> <br />1. Collect, evaluate, and disseminate Informa- <br />tion relative to fire, weather, and energy <br />problems related to disaster emergencies, <br />including long term loss data and trends, <br />fire hazard mapping, and regulations for <br />use by local government Coordinate and <br />direct fire suppression response to forest <br />and grassland fires within the state. <br /> <br />2. Promote instruction and research by <br />educational Institutions concerning impor- <br />tant aspects of disaster, <br /> <br />3. Develop contingency plans for the emer- <br />gency use of state owned educational <br />facilities to be used temporarily under dis- <br />aster conditions. <br /> <br />4, Develop an agency internal plan to provide <br />for a system of forest and rangeland fire <br />protection on public and private lands in <br />co-operation with local authorities, Coor- <br />dinate efforts among local, state, and <br />federal wildfire protection agencies. <br /> <br />5, Assist local government in the develop- <br />ment, maintenance, and coordination of <br />emergency fire suppression plans within the <br />state. <br /> <br />. <br /> <br />I SPECIAL RESPONSIBlUTIES I <br /> <br />1, State Emergency Management Systems <br /> <br />a, Provide, In coordination with DODES, <br />reconnaissance capabilities to monitor <br />hazardous situations. <br /> <br />b. Assist the Department of Administration <br />In providing automated data processing <br />services for disaster related situations. <br /> <br />2, State Contingency Response Procedures <br />Provide for the tasks and responsibilities as- <br />signed to the Department In Part ill, "State <br />Contingency Response Procedures," as <br /> <br />prescribed under each separate contingen- <br />cy plan. <br /> <br />3. National Emergency Response Procedures <br />Be prepared to conduct operations on <br />order of the Governor, to accomplish the <br />responsibilities listed below: <br /> <br />a. Analyze disaster or potential disaster <br />conditions, statewide needs, national <br />requirements, Recommend to the <br />Governor those normal and special dis- <br />aster functions (In addition to respon- <br />sibilities listed In this plan) that should <br />be reduced, strengthened or maintained <br />during the emergency period. Be <br />prepared to make this recommendation <br />through DODES within 24 hours after <br />receMng notRlcatlon; be prepared to <br />adjust work assignments within the <br />department as soon as appropriate. <br /> <br />b. Be prepared on order of the Governor, <br />to commence and rapidly develop ac- <br />tive planning to carry out the respon- <br />sibilities listed below and any others <br />determined by the Governor (In a, <br />above) to be necessary: <br /> <br />(1) Move selected elements (Including <br />critical documents) of the depart- <br />ment to a different location offering <br />greater protection; location will be <br />determined by the Governor In con- <br />sultation with the executive director <br />of the department <br /> <br />(2) Provide liaison at the SEOC or other <br />locations selected by the Governor. <br /> <br />(3) Be prepared to continue education- <br />al activities as required by <br />conditions and an order of the <br />Governor, <br /> <br />4, Emergency Resource Management Systems <br />Agency responsibilities to be developed on <br />the basis of the existing Colorado Emergen- <br />cy Resource Management Plan (Sept <br /> <br />21 <br />
