I NORMAL RESPONSIBILITIES I

1. Collect, evaluate, and disseminate Informa-
tion relative to fire, weather, and energy
problems related to disaster emergencies,
including long term loss data and trends,
fire hazard mapping, and regulations for
use by local government Coordinate and
direct fire suppression response to forest
and grassland fires within the state.

2. Promote instruction and research by
educational Institutions concerning impor-
tant aspects of disaster,

3. Develop contingency plans for the emer-
gency use of state owned educational
facilities to be used temporarily under dis-
aster conditions.

4, Develop an agency internal plan to provide
for a system of forest and rangeland fire
protection on public and private lands in
co-operation with local authorities, Coor-
dinate efforts among local, state, and
federal wildfire protection agencies.

5, Assist local government in the develop-
ment, maintenance, and coordination of
emergency fire suppression plans within the
state.

I SPECIAL RESPONSIBlUTIES I

1, State Emergency Management Systems

a, Provide, In coordination with DODES,
reconnaissance capabilities to monitor
hazardous situations.

b. Assist the Department of Administration
In providing automated data processing
services for disaster related situations.

2, State Contingency Response Procedures
Provide for the tasks and responsibilities as-
signed to the Department In Part ill, "State
Contingency Response Procedures," as

prescribed under each separate contingen-
cy plan.

3. National Emergency Response Procedures
Be prepared to conduct operations on
order of the Governor, to accomplish the
responsibilities listed below:

a. Analyze disaster or potential disaster
conditions, statewide needs, national
requirements, Recommend to the
Governor those normal and special dis-
aster functions (In addition to respon-
sibilities listed In this plan) that should
be reduced, strengthened or maintained
during the emergency period. Be
prepared to make this recommendation
through DODES within 24 hours after
receMng notRlcatlon; be prepared to
adjust work assignments within the
department as soon as appropriate.

b. Be prepared on order of the Governor,
to commence and rapidly develop ac-
tive planning to carry out the respon-
sibilities listed below and any others
determined by the Governor (In a,
above) to be necessary:

(1) Move selected elements (Including
critical documents) of the depart-
ment to a different location offering
greater protection; location will be
determined by the Governor In con-
sultation with the executive director
of the department

(2) Provide liaison at the SEOC or other
locations selected by the Governor.

(3) Be prepared to continue education-
al activities as required by
conditions and an order of the
Governor,
