4. Emergency Resource Management Systems
Agency responslbHlties to be developed on
the basis of the existing Colorado Emergen-
cy Resource Management Plan (Sept.
1966) and upon Issuance of national pro-
gram guidance.

I COORDINATION RESpONSIBILITIES I

1. In a National Security Emergency identify
those routine departmental functions and
services that can be suspended indefinitely,

and upon approval of the Governor, take
actions to suspend such activities,

2. Provide departmental action officers at the
State EOC, Field Coordination Center and
other state command and control facilities
that may be designated as requested by
DODES,
3. Inform DODES (SEOC when activated) of
emergency educational related problems
identified within the state.
4. Validate and aggregate damage assess-
ment for public primary and secondary
schools and public libraries.
5, Assist local Board of Education In damage
survey of public primary and secondary
schools, and participate In the damage sur-
vey process for public libraries,
6, Provide consulting services to damaged
non-profit primary and secondary schools
when requested,

7, Provide periodic educational status reports
to DODES (SEOC when activated).

8, Provide for continuity of leadership and
operations, Establish a line of succession
for each key position within the depart-
ment/agency and Its subordinate elements
to ensure that the department/agency can
continue to perform Its essential activities.
Identify all records and other documents
vital to continuity of operations. Establish a
method to preserve same by copying,
microfiche, or other means for safekeeping
at an altemate location. DeVelop a plan to
relocate all essential elements of the depart-
ment/agency In event of a major natural or
man-made disaster, Be prepared to move
staff and critical documents to a different
base (s) of operations as designated by the
Governor. Be prepared to conduct opera-
tions for an extended period at the alternate
location.
