<br />1/91 <br /> <br />Colorado Emergency Operations Plan <br />SEOP - Part 1 (Basic Plan) <br /> <br />OODES 24 Hour Emergency <br />Telephone # 279-8855 <br /> <br />sultatlon with the executive director <br />of the department <br /> <br />(2) Provlde liaison at the SEOC or other <br />locations selected by the Govemor, <br /> <br />(3) Assist schools In the development <br />of emergency plans concemlng <br />sheltering and lifesaving techniques, <br /> <br />(4) Provide for the use of school build- <br />Ings and facilities as sheltering and <br />feeding centers. <br /> <br />(5) Conduct damage survey of primary <br />and secondary schools and public <br />libraries and report results to the <br />State EOC. <br /> <br />(6) Provide assistance to local Boards <br />of Education In repair and restora- <br />tion of damaged school buildings. <br /> <br />(7) Make available school buses for <br />transportation support to local and <br />state agencies. <br /> <br />(8) Prepare Emergency Public I nforma- <br />tlon releases concerning the <br />operations of primary and secOIl- <br />dary schools for the Govemor. <br /> <br />(9) Be prepared to continue educatloll- <br />al activities as conditions permit and <br />by order of the Govemor, <br />4. Emergency Resource Management Systems <br />Agency responslbHlties to be developed on <br />the basis of the existing Colorado Emergen- <br />cy Resource Management Plan (Sept. <br />1966) and upon Issuance of national pro- <br />gram guidance. <br /> <br />I COORDINATION RESpONSIBILITIES I <br /> <br />1. In a National Security Emergency identify <br />those routine departmental functions and <br />services that can be suspended indefinitely, <br /> <br />and upon approval of the Governor, take <br />actions to suspend such activities, <br /> <br />2. Provide departmental action officers at the <br />State EOC, Field Coordination Center and <br />other state command and control facilities <br />that may be designated as requested by <br />DODES, <br />3. Inform DODES (SEOC when activated) of <br />emergency educational related problems <br />identified within the state. <br />4. Validate and aggregate damage assess- <br />ment for public primary and secondary <br />schools and public libraries. <br />5, Assist local Board of Education In damage <br />survey of public primary and secondary <br />schools, and participate In the damage sur- <br />vey process for public libraries, <br />6, Provide consulting services to damaged <br />non-profit primary and secondary schools <br />when requested, <br /> <br />7, Provide periodic educational status reports <br />to DODES (SEOC when activated). <br /> <br />8, Provide for continuity of leadership and <br />operations, Establish a line of succession <br />for each key position within the depart- <br />ment/agency and Its subordinate elements <br />to ensure that the department/agency can <br />continue to perform Its essential activities. <br />Identify all records and other documents <br />vital to continuity of operations. Establish a <br />method to preserve same by copying, <br />microfiche, or other means for safekeeping <br />at an altemate location. DeVelop a plan to <br />relocate all essential elements of the depart- <br />ment/agency In event of a major natural or <br />man-made disaster, Be prepared to move <br />staff and critical documents to a different <br />base (s) of operations as designated by the <br />Governor.
