State Emergency Management Systems <br /> <br />a, Develop and maintain an emergency <br />operations plan for the Colorado School <br />of Deaf and Blind, in coordination with <br />the local govemmental emergency <br />operations plan and which addresses <br />specific local hazards which may im- <br />pact the school faciltties and student <br />population, <br /> <br />b. Assist DODES in developing an effec- <br />tive emergency warning system for the <br />deaf and blind by providing technical <br />expertise, <br /> <br />c, Encourage sttlng of local school district <br />educational facHltles away from iden- <br />tified hazard areas. Develop plans for <br />each educational facility to cope with <br />local hazards, <br /> <br />d. In coordination with local Boards of <br />Education, provide plans for the use of <br />school district mass feeding facilttles. <br />bus transportation, and other space to <br />meet emergency shelter needs. <br /> <br />e. Assist local Boards of Education in <br />developing plans for the repair and res- <br />toration of disaster damage in primary <br />and secondary schools, through the <br /> <br />e <br /> <br />Department of Education and FEMA <br />programs. <br /> <br />t Maintain state agency publications re- <br />lated to comprehensive emergency <br />management to Include those publica- <br />tions dealing with hazard mttigation, <br />emergency preparedness, response <br />and recovery, <br /> <br />2. State Contingency Response Procedures <br />Provide for the tasks and responsibilities as- <br />signed to the Department In Part III, "State <br />Contingency Response Procedures," as <br />prescribed under each separate contingen- <br />cy plan, <br /> <br />3, National Emergency ResJXlnse Procedures <br />Be prepared to conduct operations on order <br />a the Governor, to accomplish the respon- <br />s1bHlties listed belON: <br /> <br />a. Analyze disaster or potential disaster <br />condttions, statewide needs, national <br />requirements. Recommend to the <br />Governor those normal and special dis- <br />aster functions (in addttlon to respon- <br />sibllttles listed In this plan) that should <br />be reduced, strengthened or maintained <br />during the emergency period, Be <br />prepared to make this recommendation <br />through DODES within 24 hours after <br />receMng notification; be prepared to <br />adjust work assignments within the <br />department as soon as appropriate, <br /> <br />b, Be prepared on order of the Governor, <br />to commence and rapidly develop ac- <br />tive planning to carry out the respon- <br />slblltties listed below and any others <br />determined by the Governor (In a. <br />above) to be necessary: <br /> <br />(1) Move selected elements Oncluding <br />critical documents) a the department <br />to a different location (s) offering <br />greater protection; location (s) will be <br />determined by the Govemor In con- <br /> <br />19 <br />
