DEPARTMENT OF HEALTH <br /> <br />I NORMAL RESPONSIBILITIES I <br /> <br />1, Coordinate the establishment of an emer. <br />gency medical service system within the <br />stale. <br /> <br />2. Maintain a current Inventory of resources <br />and capabllRles available for support of all <br />medical facllRles within the state, <br /> <br />3, Provide for the coordination of statewide tri- <br />age, casualty evacuation, and hospital <br />facility allocation, <br /> <br />4. Evaluate all media (air, water and solis) for <br />contamination resulting from the release of <br />radiologically and chemically hazardous <br />materials. <br /> <br />5, Collect and evaluate hazard and damage <br />Information, Take appropriate action rela- <br />tive to medical and heaRh facHRles, and <br />consumables. <br /> <br />6. Assist hospitals In the development of <br />emergency plans, Including preparedness <br />for specnic local vulnerabllRles, <br /> <br />7. Maintain heaRh statistics and vital records <br />of all disaster victims, categorized by <br />specific disaster/emergency. <br /> <br />8. Maintain laboratory facilRies capable of <br />analyses necessary for environmental and <br />health regulatory activities and emergency <br />support during disaster emergencies. <br /> <br />9. Provide recommendations to the Govemor <br />concerning containment of the spread of <br />contagious food or waterborne diseases <br />during disaster emergencies, <br /> <br />10. Provide recommendations to the Governor <br />concerning toxicological and human health <br />risks and environmental remediation as <br />necessary due to the release of radiologi- <br />cally and chemically hazardous materials. <br /> <br />e <br /> <br />. <br /> <br />I SPECIAL RESPONSIBILITIES I <br /> <br />1. State Emergency Management Systems <br /> <br />a, Coordinate and stimulate development <br />of emergency public health and medical <br />services throughout the state to Include: <br />on-scene emergency medical manage- <br />ment, triage, casualty evacuation, <br />hospital space allocation, vector con- <br />trol, disease control, environmental <br />health service and sanitation control. <br /> <br />b, Coordinate the utilization of all medical <br />and health manpower, medical supplies <br />and facilRles In Colorado as required by <br />disaster condRlons. Include coordina- <br />tion of body identification, preservation <br />and mortuary services conducted by <br />state agencies. <br /> <br />c. Coordinate state and federal heaRh as- <br />sistance programs. Include prescrip- <br />tion, regulation and maintenance of <br />standards for public health, <br /> <br />d. Provide for condemnation of disaster <br />damaged facHRles in the interest of <br />public heaRh and safety, <br /> <br />e, Provide for the emergency Inspection of <br />food production and manufacturing <br />facilRles to ensure that food and food <br />products are suitable for human con- <br />sumption In cooperation with the <br />Department of AgrlcuRure, <br /> <br />'- Provide for the emergency disposal of <br />contaminated food, food products, live- <br />stock, dairy products and crops In <br />cooperation with the Department of <br />Agriculture, <br /> <br />g, Collect, evaluate and disseminate Infor- <br />mation concerning the spread of con- <br />tagious and food or waterborne <br />diseases during disaster emergencies <br />and take whatever steps are Indicated <br />to control such diseases. <br /> <br />23 <br />
