DEPARTMENT OF CORRECTIONS <br /> <br />I NORMAL RESPONSIBILITIES I <br /> <br />1, Assess vulnerability of correctional facUlties <br />to significant state hazards and develop ap- <br />propriate response plans. Hazard assess- <br />ment should be based on the facility <br />location and environment (contact local <br />emergency preparedness coordinator), <br /> <br />2. Oversee and coordinate the response plan <br />of all facilities. <br /> <br />. <br /> <br />I SPECIAL RESPONSIBlunES I <br /> <br />1. State Emergency Management Systems <br /> <br />a. Be prepared to provide facilities and <br />prisoner labor forces In response to <br />emergency situations. Be prepared to <br />provide printed material, if requested for <br />use under emergency conditions. <br /> <br />b. Provide upon request of DODES, signs <br />for marking disaster areas and ac- <br />tivities. <br /> <br />c, Provide upon request of DODES, In- <br />dustrial capacity of the department for <br />other disaster response activltles. <br /> <br />2, State Contingency Response Procedures <br />Provide for the tasks and responsibilities as- <br />signed to the Department In Part III, "State <br />Contingency Response Procedures," as <br />prescribed under each separate contingen- <br />cy plan. <br /> <br />3, National Emergency Response Procedures <br />Be prepared to conduct operations on <br />order of the Governor, to accomplish the <br />responsibilities listed below: <br /> <br />a. Analyze disaster or potential disaster <br />conditions, statewide needs, national <br />requirements. Recommend to the <br />Governor those normal and special dis- <br />aster functions (In addition to respon- <br />sibilities listed In this plan) that should <br /> <br />. <br /> <br />17 <br /> <br />be reduced, strengthened or maintained <br />during the emergency period. Be <br />prepared to make this recommendation <br />through DODES within 24 hours after <br />receiving notiflcation; be prepared to <br />adjust work assignments within the <br />department as soon as appropriate, <br /> <br />b, Be prepared on order of the Governor, <br />to commence and rapidly develop ac- <br />tiVe planning to carry out the respon- <br />sibilities listed below and any others <br />determined by the Governor (In a. <br />above) to be necessary: <br /> <br />(1) Move selected elements (Including <br />critical documents) of the depart- <br />ment to a different locatlon(s) <br />offering greater protection. Loca- <br />tlon(s) will be determined by the <br />Governor In consultation with the <br />executive director of the depart- <br />ment <br /> <br />(2) Provide liaison at the SEOC or other <br />locations selected by the Governor, <br /> <br />(3) Assess vulnerability of correctional <br />facilities, staff and Inmate popula- <br />tion to emergency conditions, <br /> <br />(4) Develop plans for In-place shelter of <br />staff and inmate personnel or their <br />relocation. <br /> <br />(5) Develop plans to utilize the In- <br />dustrial capability of the department <br />to assist in state recovery efforts. <br /> <br />(6) Prepare plans to provide prisoner <br />labor forces to support state agency <br />manpower requirements. <br /> <br />(7) Conduct damage assessment of <br />state correction facilities and report <br />results to the SEOC, <br />
