D. DEPARTMENT OF CORRECTIONS

I NORMAL RESPONSIBILITIES I

1, Assess vulnerability of correctional facUlties
to significant state hazards and develop ap-
propriate response plans. Hazard assess-
ment should be based on the facility
location and environment (contact local
emergency preparedness coordinator),

2. Oversee and coordinate the response plan
of all facilities.

I SPECIAL RESPONSIBlunES I

1. State Emergency Management Systems

a. Be prepared to provide facilities and
prisoner labor forces In response to
emergency situations. Be prepared to
provide printed material, if requested for
use under emergency conditions.

b. Provide upon request of DODES, signs
for marking disaster areas and ac-
tivities.

c, Provide upon request of DODES, In-
dustrial capacity of the department for
other disaster response activltles.

2, State Contingency Response Procedures
Provide for the tasks and responsibilities as-
signed to the Department In Part III, "State
Contingency Response Procedures," as
prescribed under each separate contingen-
cy plan.

3, National Emergency Response Procedures
Be prepared to conduct operations on
order of the Governor, to accomplish the
responsibilities listed below:

a. Analyze disaster or potential disaster
conditions, statewide needs, national
requirements. Recommend to the
Governor those normal and special dis-
aster functions (In addition to respon-
sibilities listed In this plan) that should

be reduced, strengthened or maintained
during the emergency period. Be
prepared to make this recommendation
through DODES within 24 hours after
receiving notiflcation; be prepared to
adjust work assignments within the
department as soon as appropriate,

b, Be prepared on order of the Governor,
to commence and rapidly develop ac-
tiVe planning to carry out the respon-
sibilities listed below and any others
determined by the Governor (In a.
above) to be necessary:

(1) Move selected elements (Including
critical documents) of the depart-
ment to a different locatlon(s)
offering greater protection. Loca-
tlon(s) will be determined by the
Governor In consultation with the
executive director of the depart-
ment

(2) Provide liaison at the SEOC or other
locations selected by the Governor,

(3) Assess vulnerability of correctional
facilities, staff and Inmate popula-
tion to emergency conditions,

(4) Develop plans for In-place shelter of
staff and inmate personnel or their
relocation.

(5) Develop plans to utilize the In-
dustrial capability of the department
to assist in state recovery efforts.

(6) Prepare plans to provide prisoner
labor forces to support state agency
manpower requirements.

(7) Conduct damage assessment of
state correction facilities and report
results to the SEOC,
