<br />1/91 <br /> <br />Colorado Emergency Operations Plan <br />SEOP - Part 1 (Basic Plan) <br /> <br />DODES 24 Hour Emergency <br />Telephone # 279-8855 <br /> <br />. <br /> <br />determined by the Governor (In a. <br />above) to be necessary: . <br />(1) Move selected elements (Including <br />critical documents) of the depan- <br />ment to a different locatlon(s) <br />offering greater protection, Loca- <br />tlon(s) will be determined by the <br />Governor in consultation with the <br />executive director of the depan- <br />ment <br /> <br />. <br /> <br />(2) Provkle liaison at the SEOC or other <br />locations selected by the Governor, <br /> <br />(3) Collect, evaluate and disseminate <br />damage Information relative to food <br />and agricultural production, Inchld- <br />ing long term loss data penalnlng to <br />crops and animals. <br /> <br />(4) Provkle a plan for protection of live- <br />stock, crops and agricultural <br />products to Include conditions In <br />which significant radiological <br />hazards may exist. <br /> <br />(5) Provkle for the emergency Inspec- <br />tion of food production and <br />manufacturing facilities to ensure <br />that food and food products are <br />suitable for human consumption. In <br />cooperation with the Depanment of <br />Health, <br /> <br />. <br /> <br />(6) Provkle for the emergency disposal <br />of contaminated food, food <br />products, livestock, dairy products <br />and crops, In cooperation with the <br />Depanment of Health, <br /> <br />(7) Monitor U.S. Depanment of Agrlcu~ <br />ture and Small Business <br />Administration emergency assis- <br />tance programs Implemented In <br />Colorado, <br /> <br />(8) Develop and Implement plans to en- <br />sure that agriculture as well as food <br /> <br />production and distribution will be <br />maintained and that an adequate <br />food supply Is available to suppon <br />the population, Monitor and main- <br />tain control of consumption levels, <br />supply and procurement of food, <br /> <br />(9) Establish a system for the equitable <br />distribution of food and food sup- <br />pon products to Include a rationing <br />system. <br /> <br />(10) Plan for and Implement food <br />redistribution to suppon population <br />relocation plans If Implemented. <br /> <br />(ll)Operate In consonance with U, S, <br />Depanment of Agriculture and other <br />federal agencies to ensure that the <br />above activities are carried out and <br />to suppon national plans. <br /> <br />(12)Develop a plan and operate a sys- <br />tem for agricultural damage <br />mitigation and repon progress to <br />the Governor through DODES, <br /> <br />4. Emergency Resource Management Systems <br />Agency responsibilities to be developed on <br />the basis of the existing Colorado Emergen- <br />cy Resource Management Plan (Sept, <br />1966) and upon issuance of national pro- <br />gram guklance, <br /> <br />I COORDINATION RESPONSIBILITIES I <br /> <br />1. In a national emergency, klentify those <br />routine agricultural services that can be <br />suspended, and upon apprl7lal of the Gover- <br />na, take action to suspend such actMtIes. <br /> <br />2, Provkle Depanment of Agriculture action <br />officers for the SEOC, Field Coordinating <br />Center and other state command and con- <br />trol facilities that may be designated, <br /> <br />3. Inform DODES (SEOC when activated) of <br />emergency agricultural related problems <br />identified within the state, <br /> <br />15 <br />
