DEPARTMENT OF AGRICULTURE <br /> <br />I NORMAL RESPONSlBlunES I <br /> <br />1, Provide agricultural assistance to local <br />governments, agricultural organizationS/as- <br />sociation and Individual ranchers and <br />farmers In the form of regulatory licensing <br />and Inspection services, educational and <br />technical marketing assistance and In the <br />control of animal dlseasas, Insects and <br />predators. <br /> <br />2. Maintain regulatory laboratory facilities. <br /> <br />3, Provide recommendations to the Governor <br />concerning agricultural emergencies to In- <br />clude developing of requests for U.S, <br />Department of Agriculture/Smail Business <br />Administration emergency assistance when <br />appropriate. <br /> <br />4. Assess potential disaster vulnerability the <br />State's Agricultural Industry, <br /> <br />5. Maintain State Agricultural statistics, <br /> <br />I SPECIAL RESPONSIBlunES I <br /> <br />1. State Emergency Management Systems <br /> <br />a, Monitor U.S. Department of Agriculture <br />and Small Business Administration <br />emergency assistance programs Imple- <br />mented In Colorado. <br /> <br />b. Collect, evaluate and dlssamlnate <br />damage Information relative to food and <br />agricultural production, Including long <br />term loss data pertaining to crops and <br />animals, <br /> <br />c. Provide recommendations concerning <br />protection of livestock, crops and <br />agricultural products, threatened or Im- <br />pacted by the effects of natural or man <br />caused disaster/emergency Incidents, <br />Including radiological contamination, <br /> <br />d. Provide for the emergency Inspection of <br />food production and manufacturing <br />facilities to ensure that food and food <br />products are suitable for human con- <br />sumption, In cooperation with the <br />Department of Health, <br /> <br />e. Provide for the emergency disposal of <br />contaminated food, food products, live- <br />stock, dairy products and crops, In <br />cooperation with the Department of <br />Health, <br /> <br />t Be prepared to manage the state's <br />agriculture, food production and dis- <br />tribution system as required In event of <br />large scale, statewide disaster. <br /> <br />2. State Contingency Responsa Procedures <br />Provide for the tasks and responsibilities as- <br />signed to the Department in Part III, "State <br />Contingency Response Procedures," as <br />prescribed under each separate contingen- <br />cy plan. <br /> <br />3, National Emergency Response Procedures <br />Be prepared to conduct operations on <br />order of the Governor, to accomplish the <br />responsibilities listed below: <br /> <br />a, Analyze disaster or potential disaster <br />conditions, statewide needs and nation- <br />al requirements, Recommend to the <br />Governor those normal and special dis- <br />aster functions On addition to respon- <br />sibilities listed In this plan) that should <br />be reduced, strengthened, or main- <br />tained during the emergency period, Be <br />prepared to make this recommendation <br />through DODES within 24 hours after <br />receiving notification, Be prepared to <br />adjust work assignments within the <br />department as soon as appropriate, <br /> <br />b, Be prepared on order of the Governor, <br />to commence and rapidly develop ac- <br />tive planning to carry out the respon- <br />sibilities listed below and any others <br /> <br />. <br /> <br />. <br /> <br />. <br /> <br />14 <br />
