Emergency Resource Management Systems <br />Agency responsibilities to be developed on <br />the basis of the existing Colorado Emergen- <br />cy Resource Management Plan (Sept. <br />1966) and upon Issuance of national pro- <br />gram guidance, <br /> <br />I COORDINATION RESPONSIBlUTlES I <br /> <br />1. In a National Security Emergency identify <br />those routine Department of Administration <br />functions and services that can be <br />suspended and, upon approval of the <br />Govemor, take actions to suspend such <br />functions and services. <br /> <br />2. Provide for departmental action officers at <br />the SEOC, Field Coordinating Center and <br />other state command and control facilities <br />that may be designated, <br /> <br />3. Inform DODES (SEOC when activated) of <br />emergency-related administrative problems <br />IdentRied within the state, <br /> <br />4. Validate and aggregate damage assess- <br />ment data on disaster damaged state build- <br />Ings, Provide a summary of these damages <br />to DODES (SEOC when activated). <br /> <br />5, Provide for continuity of leadership and <br />operations, Establish a line of succession <br /> <br />for each key position within the depart- <br />ment/agency and Its subordinate elements <br />to ensure that the department/agency can <br />continue to perform its essential activities. <br />Identify all records and other documents <br />vital to continuity of operations. Establish a <br />method to preserve same by copying, <br />microfiche, or other means for safekeeping <br />at an alternate location. Develop a plan to <br />relocate all essential elements of the depart- <br />ment/agency in event of a major natural or <br />man-made disaster, Be prepared to move <br />staff and critical documents to a different <br />base (s) of operations as designated by the <br />Governor. Be prepared to conduct opera- <br />tions for an extended period at the altemate <br />location. <br /> <br />6. Assist DODES In the Identification, selec- <br />tion, arrangements for use of local, state, <br />federal governmental and commercial <br />facilities to support disaster response and <br />recovery activities within the state. <br /> <br />7, Assist the Office of the Governor In provid- <br />ing for a disaster emergency public infor- <br />mation and awareness program, <br /> <br />8. Be prepared to move vital records main- <br />tained In the Denver Capitol Complex to an <br />alternate location in a disaster emergency <br />situation should the need arise. <br /> <br />13 <br />
