DEPARTMENT OF ADMINISTRATION <br /> <br />I NORMAL RESPONSIBILITIES I <br /> <br />1. Maintain vital records necessary to support <br />the continuance of state government In a <br />disaster emergency to Include providing for <br />selected dupllcallon and storage of ex- <br />tremely crRlcal and significant records. <br /> <br />2, In coordlnallon wRh DODES, provide for a <br />state telecommunications system capable <br />of handling emergency traffic essential to <br />permR state and local officials to coor- <br />dinate, direct and control disaster emergen- <br />cy response and recovery activities. <br /> <br />I SPECIAL RESPONSIBIUTlES I <br /> <br />1. State Emergency Management Systems <br />(SEMS) <br /> <br />a, Provide for the emergency purchasing <br />of equipment and materials requested <br />by state agencies In coordination with <br />DODES to support disaster emergency <br />operatIonal requirements, <br /> <br />b, Collect, correlate and disseminate finan- <br />cial Informallon on expenses Incurred <br />by state agencies In disaster response <br />and recovery operallons, <br /> <br />c, Provide for the accounting and disbur- <br />sement of disaster emergency funds on <br />an expeclRed basis. <br /> <br />d, Provide for the use of departmental ser- <br />vices to support state disaster response <br />and recovery actlvRles as requested by <br />DODES, to Include transportallon, <br />reproduction, graphic and ADP support. <br /> <br />. <br /> <br />. <br /> <br />e. Develop, In coordlnallon wRh DODES, a <br />CapRol Complex Emergency Opera- <br />tions plan that addresses both potential <br />hazards to which the complex and state <br />personnel and resources wRhln R are <br /> <br />exposed. This plan should Include such <br />functional actlvRles as warning, evacua- <br />lion and other actlvRles to provide for <br />the safely of slate personnel working In <br />the complex and vlsRors to the com- <br />plex. II should also Include provisions <br />to preserve vital records and historic <br />documents, A copy of this plan Is for- <br />warded to DODES and Is retained wRh <br />the departmental Intemal plans as re- <br />quired by the Governor, <br />f. Assist state and local governmental <br />agencies In securing surplus equipment <br />to support emergency response and <br />recovery actlvRles. In limes of emer- <br />gency, Issue such equipment on a <br />priority basis to the requesllng agency. <br /> <br />2. State Contingency Response Procedures <br />Provide for the tasks and responslbllRles as- <br />signed to the Department In Part III, "State <br />Contingency Response Procedures," as <br />prescribed under each separate contingen- <br />cy plan. <br /> <br />3, Nallonal Emergency Response Procedures <br />Be prepared to conduct operations on <br />order of the Governor, to accomplish the <br />responslbllRles listed below: <br /> <br />a, Analyze disaster or potential disaster <br />condRlons, statewide needs, nallonal <br />requirements, Recommend to the <br />Governor those normal and special dis- <br />aster functions (in addRion to respon- <br />slbllRles listed In this plan) that should <br />be reduced, strengthened or maintained <br />during the emergency period. Be <br />prepared to make this recommendallon <br />through DODES wRhln 24 hours after <br />receMng notification; be prepared to <br />adjust work assignments wRhin the <br />department as soon as appropriate. <br /> <br />b. Be prepared on order of the Governor, <br />to commence and rapidly develop ac- <br />tive planning to carry out the respon- <br /> <br />11 <br />
