A. OFFICE OF THE GOVERNOR

I NORMAL RESPONSIBILITIES I

1. Initiate legislative action to promote disaster
preparedness and mitigation within the
state.
2. Ensure that Colorado citizens are made
aware of Colorado's changing vul-
nerabilities and capabilities for response,
3. Ensure that preparedness to cope with dis-
asters is kept current This includes disaster
planning and procedures for resource
management.
4. Budget for response and recovery opera-
tions In accordance with state-federal
agreements or state-local agreements
developed as a result of disaster (s).

I SPECIAL RESPONSIBIUllES I

1. State Emergency Management Systems
a. When warranted, recommend to the
Govemor a declaration for a state of
disaster emergency after evaluating
local requests as prescribed in Para-
graph 28-2-104 of the Colorado Disaster
Act of 1973, (see example In Proclama-
tions, And Executive Orders In Emer-
gency Situations).

b. Maintain executive control during dis-
aster emergencies by Issuance of ex-
ecutive orders, proclamations and
regulations, by providing direction,
coordination, and evaluation of state
agencies' response, and by other
measures deemed necessary, such as
mobilization of the Colorado National
Guard or the appointment of state
coordinating officials, (State Coordinat-
Ing OffIcer and Governor's Authorized
Representative - See page 7),

c, Request federal assistance when
needed. (Implement through DODES.)

d. Coordinate State Agency Emergency
Public Information releases.

2. State Contingency Response Procedures,
Provide for the tasks and responsibilities as-
signed to the Department in Part III, "State
Contingency Response Procedures," as
prescribed under each separate contingen-
cy plan,
3. National Emergency Response Procedures.
Be prepared to conduct operations on
order of the Governor, to accomplish the
responslbHitles listed below;
a, Receive departmental recommenda-
tions concerning revision of these dis-
aster functions.

b, Analyze disaster or potential disaster
conditions, statewide needs and na-
tional requirements. Recommend to the
Governor those normal and special dis-
aster functions (in addition to respon-
sibilities listed In this plan) that should
be reduced, strengthened or maintained
during the emergency period, Inform
DODES of these decisions as soon as
possible,

c, Supervise departmental planning, utiliz-
ing DODES to carry out disaster emer-
gency responsibilities determined by
the Governor to be necessary:

1, Move selected elements (including critical
documents) of the office to a different loca-
tion (s) offering greater protection; location
(s) will be determined by the Govemor,
2. Provide liaison at the State's Emergency
Operation Center (SEOC) or other locations
selected by the Governor.
4. Emergency Resource Management Plans.
Agency responsibilities to be developed on
the basis of the existing Colorado Emergen-
cy Resource Management Plan (Sept
1966) and upon Issuance of national pro-
gram guidance.
