OFFICE OF THE GOVERNOR <br /> <br />I NORMAL RESPONSIBILITIES I <br /> <br />1. Initiate legislative action to promote disaster <br />preparedness and mitigation within the <br />state. <br />2. Ensure that Colorado citizens are made <br />aware of Colorado's changing vul- <br />nerabilities and capabilities for response, <br />3. Ensure that preparedness to cope with dis- <br />asters is kept current This includes disaster <br />planning and procedures for resource <br />management. <br />4. Budget for response and recovery opera- <br />tions In accordance with state-federal <br />agreements or state-local agreements <br />developed as a result of disaster (s). <br /> <br />. <br /> <br />I SPECIAL RESPONSIBIUllES I <br /> <br />1. State Emergency Management Systems <br />a. When warranted, recommend to the <br />Govemor a declaration for a state of <br />disaster emergency after evaluating <br />local requests as prescribed in Para- <br />graph 28-2-104 of the Colorado Disaster <br />Act of 1973, (see example In Proclama- <br />tions, And Executive Orders In Emer- <br />gency Situations). <br /> <br />b. Maintain executive control during dis- <br />aster emergencies by Issuance of ex- <br />ecutive orders, proclamations and <br />regulations, by providing direction, <br />coordination, and evaluation of state <br />agencies' response, and by other <br />measures deemed necessary, such as <br />mobilization of the Colorado National <br />Guard or the appointment of state <br />coordinating officials, (State Coordinat- <br />Ing OffIcer and Governor's Authorized <br />Representative - See page 7), <br /> <br />c, Request federal assistance when <br />needed. (Implement through DODES.) <br /> <br />. <br /> <br />d. Coordinate State Agency Emergency <br />Public Information releases. <br /> <br />2. State Contingency Response Procedures, <br />Provide for the tasks and responsibilities as- <br />signed to the Department in Part III, "State <br />Contingency Response Procedures," as <br />prescribed under each separate contingen- <br />cy plan, <br />3. National Emergency Response Procedures. <br />Be prepared to conduct operations on <br />order of the Governor, to accomplish the <br />responslbHitles listed below; <br />a, Receive departmental recommenda- <br />tions concerning revision of these dis- <br />aster functions. <br /> <br />b, Analyze disaster or potential disaster <br />conditions, statewide needs and na- <br />tional requirements. Recommend to the <br />Governor those normal and special dis- <br />aster functions (in addition to respon- <br />sibilities listed In this plan) that should <br />be reduced, strengthened or maintained <br />during the emergency period, Inform <br />DODES of these decisions as soon as <br />possible, <br /> <br />c, Supervise departmental planning, utiliz- <br />ing DODES to carry out disaster emer- <br />gency responsibilities determined by <br />the Governor to be necessary: <br /> <br />1, Move selected elements (including critical <br />documents) of the office to a different loca- <br />tion (s) offering greater protection; location <br />(s) will be determined by the Govemor, <br />2. Provide liaison at the State's Emergency <br />Operation Center (SEOC) or other locations <br />selected by the Governor. <br />4. Emergency Resource Management Plans. <br />Agency responsibilities to be developed on <br />the basis of the existing Colorado Emergen- <br />cy Resource Management Plan (Sept <br />1966) and upon Issuance of national pro- <br />gram guidance. <br /> <br />9 <br />
