D. Emergency Govemment Location
Alternate or emergency government loca-
tions are Intended to provide facilities In
which executive branch officials, members
of the Judiciary, and the legislative bodies of
state and local govemments can carry on
their emergency responsibilities. These
facilities should provide maximum safety,
consistent with the operational require-
ments for which the facility will be used,

A prime responsibility of government Is to
identify and develop aiternate sites for con-
tinuous governmental operations Special
attention must be given to siting the re-
quired communications equipment,

E. Summary
The functions and responslbUitles set forth
above cannot be fulfilled without adequate
advance planning and budgeting Develop-
ment of plans, procedures and systems is
essential to support of continuity of govem-
ment. Section IX of this plan sets forth mini-
mum planning requirements,

IX. EMERGENCY ORGANIZATIONS AND
RESPONSIBIUTIES

A. General
This section assigns disaster related
responsibilities to the departments and
agencies of state government These
responsibilities form the framework for
department's Internal plans and standard
operating procedures In support of Title 24,

Article 33.5, Parts 7-11, the Colorado Dis-
aster Act of 1973, Each listing Includes
those statutory functions Identified as "nor-
mal" and those responsibilities Identified as
"special" because they meet essential state
needs which may develop In a disaster
situation, Coordinating responsibUitles are
also identified Whhln the special category,
disaster responsibilities are further
segregated In one of the following sub-
categories:
. State Emergency Management Systems
. State Contingency Response Procedures
. National Emergency Response
Procedures
. Emergency Resource Management
Systems
Executive Directors should assign
departmental responsibilities to subor-
dinate authorities and require the prepara-
tion of more detailed measures to ensure
effective execution of these responsibilities,
Responsibilities assigned to departments
are often similar or identical. but are
repeated for each department to provide a
single reference section.

Executive Directors should also Insure that
their departments monitor and coordinate
with their federal and interest group
counterparts the Implementation of emer-
gency assistance programs In Colorado.
