Emergency Govemment Location <br />Alternate or emergency government loca- <br />tions are Intended to provide facilities In <br />which executive branch officials, members <br />of the Judiciary, and the legislative bodies of <br />state and local govemments can carry on <br />their emergency responsibilities. These <br />facilities should provide maximum safety, <br />consistent with the operational require- <br />ments for which the facility will be used, <br /> <br />A prime responsibility of government Is to <br />identify and develop aiternate sites for con- <br />tinuous governmental operations Special <br />attention must be given to siting the re- <br />quired communications equipment, <br /> <br />E. Summary <br />The functions and responslbUitles set forth <br />above cannot be fulfilled without adequate <br />advance planning and budgeting Develop- <br />ment of plans, procedures and systems is <br />essential to support of continuity of govem- <br />ment. Section IX of this plan sets forth mini- <br />mum planning requirements, <br /> <br />IX. EMERGENCY ORGANIZATIONS AND <br />RESPONSIBIUTIES <br /> <br />A. General <br />This section assigns disaster related <br />responsibilities to the departments and <br />agencies of state government These <br />responsibilities form the framework for <br />department's Internal plans and standard <br />operating procedures In support of Title 24, <br /> <br />Article 33.5, Parts 7-11, the Colorado Dis- <br />aster Act of 1973, Each listing Includes <br />those statutory functions Identified as "nor- <br />mal" and those responsibilities Identified as <br />"special" because they meet essential state <br />needs which may develop In a disaster <br />situation, Coordinating responsibUitles are <br />also identified Whhln the special category, <br />disaster responsibilities are further <br />segregated In one of the following sub- <br />categories: <br />. State Emergency Management Systems <br />. State Contingency Response Procedures <br />. National Emergency Response <br />Procedures <br />. Emergency Resource Management <br />Systems <br />Executive Directors should assign <br />departmental responsibilities to subor- <br />dinate authorities and require the prepara- <br />tion of more detailed measures to ensure <br />effective execution of these responsibilities, <br />Responsibilities assigned to departments <br />are often similar or identical. but are <br />repeated for each department to provide a <br />single reference section. <br /> <br />Executive Directors should also Insure that <br />their departments monitor and coordinate <br />with their federal and interest group <br />counterparts the Implementation of emer- <br />gency assistance programs In Colorado. <br /> <br />8 <br /> <br />e <br /> <br />e <br /> <br />e <br />
