Lines of Succession <br />The Constitution designates successors to <br />the Governor and establishes who wHI serve <br />In event the Governor Is absent or unable to <br />exercise the powers and discharge the <br />duties of office. <br /> <br />The legal successor to the ofllce of the <br />Governor Is the Lieutenant Governor, or If <br />the office of Lieutenant Governor Is vacant, <br />the first named of the following members of <br />the General Assembly affiliated with the <br />same political party as the Govemor: <br /> <br />1. President of the Senate; <br /> <br />2. Speaker of the House of Repre- <br />sentatives; <br /> <br />3. Minority leader of the Senate; <br /> <br />4. Minority leader of the House of Repre- <br />sentatives <br /> <br />A vacancy In the office of Lieutenant Gover- <br />nor Is filled by the Governor's nomination <br />with confirmation by a majority of both <br />Houses of the General Assembly. <br /> <br />The Governor wll appoint, with consent of <br />the Senate, all officers of duly established <br />offices not otherwise requiring appointment <br />by election, thus providing the means to tnl <br />vacancies. <br /> <br />If the elected offices of Treasurer, Secretary <br />of State or Attorney General become <br />vacant, the Governor appOints a successor <br />with consent of the Senate to serve until a <br />successor can be qualified and elected <br />Lines of succession for political sub- <br />divisions of sta1e, shall be In accordance of <br />the Constitution and statutes of the state, <br />and will be set forth In the Local Emergency <br />Operations Plan, <br /> <br />Department and Agency heads should <br />designate lines of succession to ensure <br /> <br />e <br /> <br />e <br /> <br />continuity of esseritlal leadership and <br />operations, <br /> <br />B, Preservation of Emergency Essential <br />Records <br />Protection of essential state and local <br />records Is vital If government and society <br />are to resume functioning after a major <br />catastrophe or national emergency, <br /> <br />Three main types of records are generally <br />considered essential within the emergency <br />planning context: <br /> <br />1 , Records designed to protect the rights <br />and Interests of Individuals, Including <br />vital statistics, land and tax license <br />registers and papers of Incorporation; <br /> <br />2, Records used by such departments as <br />health, fire and public works to conduct <br />emergency operations, Including utility <br />systems maps, locations of emergency <br />supplies and equipment, emergency <br />operations plans and procedures, lists <br />of succession and lists of regular and <br />auxiliary personnel; <br /> <br />C. Records used to re-establish normal <br />governmental functions and to protect the <br />authorities and Interests of governmental <br />units, Including constitutions and charters, <br />statutes and ordinances, court records, offi- <br />cial proceedings and financial records, <br /> <br />The selection of the records to be <br />preserved rests with the official rendering <br />the service Involved or with the custodians <br />of the records. These decisions should be <br />made In concert with the organization's <br />overall plan for determination of value, <br />protection and disposal of records. The <br />records should be housed In the safest pos- <br />sible location, usually separated from the <br />principal storage location, from target <br />areas, and In facilities constructed to <br />withstand blast, fire, water and other <br />destructive forces, <br /> <br />7 <br />
