Federal Government <br />The federal government has comprehensive <br />responsibilities for response to national <br />emergencies, In response to natural and <br />technological disasters it supports state <br />and local emergency operations when the <br />situation exceeds available capabilities and <br />resources, Federal establishments, par- <br />ticula~y military Installations located near <br />the disaster area, may provide Immediate <br />lifesaving assistance or other assistance <br />within statutory authority, The Federal <br />Emergency Management Agency (FEMA) <br />has the major role In providing or coordinat- <br />Ing federal assistance In event of a "major <br />disaster" as defined in Public Law 93-288, the <br />Robert T. Stmford Disaster Relief and Emer- <br />gency Assistance, as amended. The federal <br />govemment has primary responslbRity to pro- <br />vide for the common defense of the United <br />States, The Federal CMI Defense Act ci 1950 <br />as amended further provides that the respon- <br />sibility for "civl defense: shall be vested jointly <br />in the federal govemment, the states and their <br />political subdivisions. The federal government <br />provides necessary direction, coordination <br />and guidance and provides the necessary <br />authorized assistance." <br /> <br />E Private and Volunteer Organizations <br />Several volunteer agencies exist within the <br />state which are organized to provide assis- <br />tance du~ng a disaster or emergency or to <br />meet essential human needs following a <br />disaster, The capabRities of these agencies <br />will be utilized to the extent possible and <br />within their existing authorities, The coor- <br />dination of these volunteer activities will be <br />provided for In this and local government <br />plans. Private citizens have indMdual <br />responsibility for their own well-being, <br /> <br />This plan Identifies In general those actions <br />which IndMduals and p~vate organizations <br />should be prepared to take for their own <br />protection. <br /> <br />VIII CONTINUITY OF GOVERNMENT <br /> <br />e <br /> <br />A, General <br />Continuation of government services during <br />major disasters, requires effective organiza- <br />tion and protection of civil leadership and <br />authority, espeCially during a national emer- <br />gency All levels and branches of govern- <br />ment should develop plans and capabilities <br />necessary to ensure their survival and <br />operational capability under all kinds of <br />emergencies. <br /> <br />This plan Indudes the requirement that the <br />three branches ci state govemment - execu- <br />tive, legislative, and judicial, all state agencies <br />and all political subdivisions develop and <br />maintain coordinated plans to accomplish <br />their assigned responsibilities for continuity of <br />Colorado state government. <br /> <br />Continuity ci Government (COG) plans muSt <br />address preservation of leadership, authority, <br />and the gOllernmental structure together with <br />the necessary essential personnel, records <br />and resources This includes establishment of <br />ernergency lines of succession for top ex- <br />ecutives, legislators, the judiciary and other <br />key personnel whose positions are vital to <br />emergency government operations, <br /> <br />Continuity of government also depends <br />upon preservation and availability of vital <br />records, establishment of alternate or emer- <br />gency locations for government operations, <br />and direction and control systems to ensure <br />effective utilization of personnel, facilities <br />and other resources for emergency opera- <br />tions.
