.

e

e

"Floodplain Management 201,
Floodplain Management in a Rapid Growth Environment"
Donald W. Glondys, Woodward-Clyde Federal Services
1998 CASFM Conference, September 30 - October 2nd, 1998

Abstract

Floodplain management under normal conditions should be a relatively routine permit
review and data collection procedure. Local floodplain managers must be aware of their
responsibilities under the Federal National Flood Insurance Program (NFIP), State
regulations and most importantly, their own community's floodplain ordinance.

However, under rapid growth conditions, it may become more difficult for floodplain
managers to enforce regulations which adhere to the community's adopted floodplain
ordinance while addressing the interests of local officials, residents and developers. Rapid
growth, such as that being experienced by the communities near Denver and other areas
within the State of Colorado, present new challenges and therefore, new solutions for
maintaining a sound, but useful floodplain management program.

This technical session is ::1 follow-up to the previous Floodplain Management 101 training
presented through the CASFM. Attendees from the previous session will find more in-
depth information on essential floodplain program items with additional emphasis on
programs in rapid growth areas. New attendees will be able to follow the material without
feeling left out.

Attendees will be presented with information on tools (I.e. regulations and maps) to be
used in enforcing their floodplain ordinance, the impact of a rapid growth environment on
their local program, respciflsibilities of the local floodplain regulators and permit applicants,
local responses to f1o,od disasters and the overall impact of a sound floodplain
management program on their community, county and state.
