under the Board's "Rules and Regulations for tile Designation and Approval of Floodplains and of
e Storm or Floodwater Runoff Channels in ColoradO" (2 CCR 408-1); and

WHEREAS, the approximate riverine floodplain information, as listed in Table 2, in said new
Floodplain Information Report and Hydrology Addendum with included maps meets all of the
requirements listed under the Board's "Rules and Regulations for the Designation and Approval of
Floodplains and of Storm or Floodwater Runoff Channels in Colorado" (2 CCR 408-1); and

WHEREAS, 100-year peak discharges within San Miguel County for the streams listed in
Table 2 (except for several streams as listed in said new hydrology addendum dated November 2000)
were developed by the consulting firm of Monl1:;omery Watson utilizing the latest available CWCB
regional regression equations entitled "Guidelines for Determining lOO-year Flood Flows for
Approximate Floodplain in Colorado"; and

WHEREAS, the Town of Telluride is conducting a river restoration project on the San Miguel
River within that will improve flood flow conveyance along certain reaches of the stream, and
therefore the Town will be requesting a Letter of Map Revision from FEMA that will effectively
change the regulatory floodplain delineation of the San Miguel River in Telluride; and

e

WHEREAS, the Comet Creek floodplain was originally delineated based on historical flood
information, however a more recent study was conducted that showed floodplain/debris flow depths
exceeding 6 feet in some areas on the alluvial fan, which indicated that the historical flood events had
recurrence intervals that were more frequent tha/l a 100-year event (the Town continues to use the
existing Flood Insurance Rate Map and has chosen to not adopt the newer study); and

WHEREAS, San Miguel County has requested new or revised floodplain information
Howard's Fork near Ophir, and on portions of Leopard Creek, Big Bear Creek, and Naturita Creek; and

WHEREAS, a procedure for determining hydrology information in San Miguel County for
approximate floodplains of reservoirs, lakes, ponds, local storm drainage areas, and overflows from
inigation ditches and canals has not been established by the CWCB; and those floodplain areas may
not be designated as approximate floodplain information without a procedure for estimating 100-year
peak flows, and therefore the local government should require that a detailed hydrologic and hydraulic
study be performed by a professional engineer and submitted by the developer or the development
proponent prior to any floodplain development in those cases; and

WHEREAS, hydraulic determinations for the approximate floodplains listed in Table 2
were prepared by FEMA using approximate hydraulic techniques approved under the Board's
"Rules and Regulations for the Designation aod Approval of Floodplains and of Storm or
Floodwater Runoff Channels in Colorado" (2 CCR 408-1); and

WHEREAS, San Miguel County should continue to regulate new development and
construction in floodplain areas on a case-by-case basis based on the information presented in said new

e

4
