Show proposed improvements recommended in the Phase A report except through Coors properties. 2. Selected plan for Coors properties will be provided by Coors while Phase B report is being prepared. If no direction is given by Coors, show proposed improvements recommended in Phase A report. 3. Provide for protection of two Denver Hater Department conduits near Eldridge Street. GENERAL The Phase B report and preliminary design shall be based on the selected plan that includes the following: 1. Recc~mendation in the plan to enforce the IDO-year floodplain regulation. 2. A discussion that clearly points out the need for regulating a residual IOO-year floodplain that may remain after the plan is implemented. Also point out that the existing IOO-year floodplain has to be regulated until it is modified by physical changes to the existing Clear Creek channel and its structures. Planning for, or anticipating such changes does not justify regulating anythin9 other than the floodplain defined using existing channel conditions. 3. Encouragement of the purchase of flood insurance. 4. A provision for an adequate maintenance access to all reaches. Any maintenance trail should have a minimum flat surface width of 10 feet. 5. A provision for adequate erosion control for all channel improvements and structures. 6. Recommend that new development in the watershed provide on-site erosion control during construction to limit the amount of silt and earth washed into the creek during frequently occurring runoff events. 7. Recommend restricting the use of floodplain against land fill operations. 8. A recommendation to develop a flood warning system.
