L "Sam" SandOs <br />Cilyof Denver <br /> <br />Flood damage, high hazard and problem areas were i dent ified, and a lterna- <br />tives for reduction of flood hazard and hazard mitigation were developed, <br />screened, and analyzed. General categories of alternative solutions analy- <br />zed included floodplain regulation; acquisition of floodprone properties; <br />floodproofing of critical structures; grass-lined channels; rock-lined <br />channels; structural-walled channels; replacement/removal/modification of <br />selected bridge structures; and individual structural improvements where re- <br />quired. <br /> <br />Benefit/cost analyses were conducted for the various alternatives, and the <br />Phase A Master Drainage Plan Report was published in February 1982. A <br />summary of the benefit/cost analysis calculations is presented in Table V-I. <br />This table shows the costs associated with the different alternatives and <br />the effect they have on reducing the average annual flood damages. <br /> <br />Detailed information regarding unit prices and methodology utilized to <br />develop the benefit/cost comparisons may be found in the Phase A report. <br /> <br />The City of liolden, Jeff~rson County and the Urban Drainage and Flood Con- <br />tro 1 Oi strict (UDs.FCD) reviewed the recommended alternati ves presented in <br />the Phase A Master Drainage Plan. A final decision was made by the UDFCD, <br />the City and the county and specific direction was given to the consultant <br />(WME), which is stated in the following letter from the UD&FCD. <br /> <br />I <br />I <br />I <br />I <br /> <br />V-I <br /> <br />L. This places the submittal of the draft <br />in the vicinity of July 21, 1982. <br /> <br />Accompanying this letter is a "Selected Phase B Plan" dated April, <br />1982. It will serve as the basis for your direction during the Phase 8 <br />portion of this project. I am scheduling a first progress meeting for <br />9:30 A.M. on May 5, 1982 at your offices. I trust the time and date are <br />acceptable and by a copy of this letter I am asking all project sponsors <br />to have a representative at this meeting. Although the selected <br />alternate is clear, it will help to meet and make sure we are all <br />thinking along the same lines. If the time or date are unacceptable, <br />please advise me and I will reschedule the meeting. <br /> <br />Also accompanying this letter is a copy of the legal opinion by W. <br />Joseph Shoemaker concerning the conditions and proposed improvements <br />along the master plan reaches. Please read it carefully and take it <br />into consideration when developing the final master plan report (Phase B <br />Report). The key issue raised by Mr. Shoemaker is the need for clear <br />documentation to show the proposed improvements do not increase flood <br />hazards to parties along Clear Creek. <br /> <br />Congratulations on a job well done during Phase A.
