City of Fort Collins

Hazard Mitigation 404 Grant Application

greater than the elevation where the floodwater enters the site. The hydrostatic
pressure on entry doors and walls is too great to practically design for. Creating a
mini - flood wall can be incorporated into one or two steps at the entry level and
greatly reduce the frequency of flooding.

All properties where floodproofing measures are installed may also include a
sump pump. City regulations require sump pumps to discharge directly to the
owner's yard_ The pump will address interior drainage from groundwater seepage
and rainwater from the building side of the protection. Where building walls are
utilized to prevent water from entering the building, it is essential that the
integrity of the wall itself be evaluated and, if necessary, floodproofed.

2. Program Scope

The proposed Fort Collins floodproofing program is intended to be a
simple process consisting of the following components:

.

. City screening of the application for eligibility, amount of subsidy
and floodproofing method,

. Design review of specific floodproofing measures,

. Solicitation of competitive bids by homeowners from contractors,

. Execution of an agreement with the City,

. Construction of floodproofing improvements,

. Observation and certification of completed improvements, and

. Pa ment from Cit to Contractor or homeowner

Attached after PART 13 at TAB 2 are documents to be utilized by the
program_ Documents provided in the section titled, Floodproofing
Program, include:

. Floodproofing Application Questionnaire form (2 pages)
. Summary of Historic Flooding form
. Cost Estimating Worksheet form
. Floodproofing Unit Cost Table, for information only
. Floodproofing Program Screening Process form to be used by the
City to rank applicants
. Floodproofing Program Participation Agreement form between the
property owner and the City for successful applicants.
11
