<br />City of Fort Collins <br /> <br />Hazard Mitigation 404 Grant Application <br /> <br />To help the applicants decide upon methods of floodproofing that would <br />be appropriate for their property and better describe floodproofing, the <br />section titled, Floodproofing Techniques includes: <br /> <br />. Methods of Floodproofing, a five item summary description, <br />. Floodproofing Option Chart, a flow chart to help select a method of <br />floodproofing, <br />. Floodproofing Matrix, a decision matrix to help select a method of <br />floodproofing, and <br />. a three page picture menu of floodproofing techniques, <br /> <br />A brief description of each stage of the program follows. <br /> <br />Application Phase - There will be a limited period established for property <br />owners to apply for a floodproofing subsidy. Given the limited amount of funds <br />available, it will be important to create a discrete time period for applications. <br />After the application period, there will need to be an evaluation period where the <br />applications are ranked. <br /> <br />--, <br /> <br />Screening Phase - It is important that the City and the Federal government not be <br />perceived as granting funds arbitrarily or capriciously_ The application will be <br />reviewed for technical merit and that the most appropriate floodproofing measures <br />are being pursued. Technical merit issues will relate to whether the applicant's <br />property is in an area of known flooding and whether the proposed height of <br />floodproofing can be related to a FlS, flooding event or other verifiable elevation. <br /> <br />The screening phase will also be used to rank the request against others <br />competing for the same funds. A review committee consisting of representatives <br />from the City staff will allocate the available funds. <br /> <br />Design and Bidding Phase - It is important that an architect and/or engineer <br />assess floodproofing measures to provide quality control of the design and <br />construction process_ Without such review, there can be little control of the <br />construction process_ <br /> <br />Competitive bids will be solicited by the applicant and submitted to the City for <br />review. <br /> <br />Agreement Phase- It is mandatory that the applicant enter into an agreement with <br />the City which will ensure their contribution of funds, if any_ Subsequent <br />maintenance and repairs to the improvements will need to be provided by the <br />property owner. The agreement must also hold hannless the City, contractor, <br />consultants and the Federal government for all claims for damages of any kind <br />arising from or attributable to the floodproofing work authorized.
