City of Fort Collins

Hazard Mitigation 404 Grant Application

-,

.

Utilize the HMGP to floodproof the properties suffering the most
repetitive flood losses and least able to afford the improvements.
Provide cost-effective floodproofing to as many properties as possible that
are subject to shallow flooding.

.

The proper floodproofing of residential or commercial properties will reduce or eliminate
losses from flood events similar to those experienced to date. Properties that are able to
be floodproofed by permanent, passive measures not requiring human intervention will
have the greatest chance of success_

Floodproofing that provides protection above the 100-year base flood elevation may be
eligible for reductions in their flood insurance premiums_ However, reduction in losses
due to flooding will be the primary objective.

For properties not located in areas where the base flood elevation is known, high water
data from past events will provide a reference point to determine a reasonable level of
protection_

1.

Preliminary Engineering Design

The engineering design required for specific floodproofing projects will be
based on guidelines presented in CWCB, ACOE and FEMA documents.
Specific documents to be adopted by this program are:

. Colorado Flood Proofing Manual, Colorado Water Conservation
Board, October 1986
. Floodproofing Non-Residential Structures, Federal Emergency
Management Agency, Manual 102, May 1986
. Floodproofing - How to Evaluate Your Options, US Army Corp of
Engineers, July 1993
. Design Manual for Retrofitting Flood-prone Residential Structures,
Federal Emergency Management Agency, Manual 114, September
1986
. Engineering Principals and Practices for Retrofitting Flood Prone
Residential Buildings, Federal Emergency Management Agency,
Manual 259, January 1995

It is anticipated that a minimum number of different floodproofing measures will
be utilized. This is due to the similar nature of flooding circumstances for
properties impacted by shallow flooding.

Non-residential properties subject to shallow flooding can be generally
categorized as those above street grade (usually without basements) and those
below street grade_ For properties above grade, water tight doors or temporary
closures may be the best options. In most cases it is not feasible to create a berm
or mini-floodwall around the property due to pedestrian access or lack of setback
from the building to the property line_ For non-residential properties below grade
the situation is usually reversed. The potential depth of inundation is equal to or

10
