<br />governmental services, extraordinary public expenditures for flood <br /> <br /> <br />protection and relief, and impairment of the tax base, all of which <br /> <br /> <br />adversely affect the public health, safety and general welfare; <br /> <br /> <br />(b) The flood losses are caused by the occupancy of flood <br /> <br /> <br />hazard areas by uses vulnerable to floods or hazardous to other <br /> <br /> <br />lands which are inadequately elevated or otherwise protected from <br />flood damages. <br />AND WHEREAS, there has been a need determined to regulate cer- <br />tain flood hazard areas within the unincorporated boundaries of Fre- <br />mont County; <br />AND WHEREAS, the purposes of this resolution are to promote <br />the general health, safety and general welfare, to minimize flood <br />losses in areas of flood hazards, and to promote wise use of the <br />flood plain areas having flood hazards by provisions designed to: <br />(a) Permit only such uses within the designated floodplains <br />and will not endanger life, health, public safety or property in <br />times of flood; <br />(b) Prohibit the placement of fill, materials and structures <br />which would significantly obstruct flood flows to the potential <br />damage of others or cuase potentially damaging debris to be carried <br />downstream; <br />(c) Protect the public from the burden of avoidable financial <br />expenditures for flood control projects and flood relief measures; <br />(d) Prevent avoidable business and commerce interruptions; <br />(e) Minimize the damages to public utilities, streets and brid- <br /> <br />ges; <br /> <br />(f) Minimize the pollution of water by prohibiting the dispos- <br /> <br />al of garbage and other solid waste materials into flood hazard areas; <br /> <br />-2- <br />
