<br />, <br /> <br />3-08 Local Cooperation Requirements. The specific local cooperation <br />requirements for the Holly Flood Control Project are contained in the <br />Agreement Between the United States of America and the Holly Flood Control, <br />Drainage and Sanitation District for Local Cooperation with the United States <br />of America in the Holly, Colorado, Flood Control Project, executed on 7 <br />September 1978. <br /> <br />CHAPTER 4 -STRUCTURES AND FACILITIES <br /> <br />4-01 Levee. <br /> <br />a. Operation. During flood periods the levees shall be patrolled to be <br />certain that: <br /> <br />1. <br /> <br />There is not any unusual wetness on the landward slope of the levee; <br /> <br />2. <br /> <br />f <br />There are no indications of slides or development of sloughts; <br /> <br />3. <br /> <br />Slump of slopes is not occurring; <br /> <br />4. There is no seepage taking place along outlet structures contact with <br />the levees; <br /> <br />5. Wave wash or scouring is not occurring; <br /> <br />6. No other conditions exist which might endanger the structures. <br /> <br />Appropriate advance measures shall be taken to insure the availability of <br />adequate labor and materials to meet all contingencies. Immediate steps <br />shall be taken to control any condition which endangers the structures and to <br />repair the damaged sections. <br /> <br />b. Maintenance. The superintendent shall provide at all times such <br />maintenance as may be required to insure serviceability of the structures in <br />time of flood. Measures shall be taken to exterminate burrowing animals; to <br />provide for the removal of drift deposits and wild growth, such as trees and <br />bushes; and to repair damage caused by erosion. Periodic inspection shall be <br />made by the superintendent to insure that the above maintenance measures are <br />enforced and to be certain that: <br /> <br />1. No unusual settlement, sloughing, or material loss of grade or levee <br />cross section has taken place; <br /> <br />2. No caving has occurred on either the lands ide or the riverside of the <br />levee section; <br /> <br />3. No seepage, saturated areas, or sandboils are occurring; <br /> <br />4. Drains through the levee and gates in said drains are in good working <br />condition; <br /> <br />6 <br />
