<br />~ <br /> <br />3-02 Organization. The Holly Flood Control,Drainage and Sanitation Djstrict <br />of Prowers County, Colorado, shall appoint a permanent committee cons~ting of <br />or headed by an official hereinafter referred to as the "superintenden't" who <br />shall be responsible for the development and maintenance of, and directly in <br />charge of, an organization responsible for the efficient operation and <br />maintenance of the project structures during flood periods and for continous <br />inspection and maintenance of these structures during periods of low water, <br />all without cost to the United States. <br /> <br />3-03 Materials. A reserve supply of materials needed during flood <br />emergencies (burlap bags, sand, etc.) shall be kept on hand at all times. <br /> <br />3-04 Encroachments. No encroachment or trespass which will adversely affect <br />the efficient operation and maintenance of the structures shall be permitted <br />upon the project right-of-way. <br /> <br />3-05 Improvements and Alterations. No improvement shall be passed over, <br />under or through the structures nor shall any excavation or construction be <br />permitted within the limits of the project right-of-way, nor shall any change <br />or modification be made in any feature of the project structures without <br />prior determination by the District Engineer, Albuquerque District, Corps of <br />Engineers, or his authorized representative, that such improvement, <br />excavation, construction or alteration will not adversely affect the <br />functions of the project structures. Such improvements or alterations, as <br />may be found to be desired and permissible under the above determination, <br />shall be constructed in accordance with standard engineering practice. <br />Advice regarding the effect of proposed improvements or alterations on the <br />functioning of the project and information containing methods of construction <br />acceptable under standard engineering practice shall be obtained from the <br />District Engineer or, if otherwise obtained, shall be submitted for his <br />approval. Drawings or prints showing such improvements or alterations as <br />finally constructed shall be furnished to the District Engineer after <br />completion of the work. See Pamphlet No. 1150-2-1, dated 26 May 1978, in <br />Appendix B. <br /> <br />3-06 Reports. It shall be the duty of the superintendent to submit a <br />semi-annual report to the District Engineer covering inspection, maintenance <br />and operation of the project structures. The report shall be submitted in <br />April and October. A suggested checklist for use in supplementing the report <br />is included in Appendix B. <br /> <br />3-07 Inspection by Corps of Engineers. The District Engineers or his <br />authorized representative shall have access at all times to all portions of <br />the project structures. The project structures shall be inspected <br />periodically by the District Engineer or his representative to determine the <br />condition thereof and to ascertain the adequacy of operation and maintenance. <br />Corrective measures or repairs which are deemed necessary shall be promptly <br />accomplished. <br /> <br />5 <br />
