Chapter 4

STRA TEGIES AND MEASURES

t.

,

There are many ways to reduce flood losses and protect the natural values of the
floodplain. They differ with respect to how they work, what they cost, and the
type of problem for which they are suited. Successful management of the flood-
plain generally requires the coordinated use of several approaches.

~
r
I

The primary objectives of flood-
plain management are the reduction of
flood losses and the preservation (or
reestablishment) of natural floodplain
values. The two objectives go hand in
hand, and actions to achieve either
objective are frequently beneficial to
both. A large number of strategies and
measures are available for meeting
these objectives. They differ markedly
in concept, applicability, cost, speed
of implementation and effectiveness.
The diversity of approaches assures
that at least some can be found that
will be suitable for use in almost
every case. The combina tion of

I

r
I

approaches selected should be the one
best meeting the specific needs of the
community.

Reducing Flood Losses

The three general strategies for
reducing flood losses are:

. Modifying the flood in order to keep
flood waters away from developments
and populated areas by decreasing
runoff, by increasing channel
capacity, or by containing, divert-
ing, or storing floodwaters.

Modify the Flood

Reduce Susceptibility
to Flooding

Reduce Impact
of Flooding

There are several ways of reducing flood losses and problems associated with
floods. An effective program usually combines several approaches.

29
