They are the government <br />closest to the problem and, for most <br />programs, the government most capable <br />of providing day-to-day operation. The <br />principal roles of local government are: <br /> <br />. Selecting <br />objectives <br />floodplains <br /> <br />the specific goals and <br />to be served by managing <br />in their jurisdiction. <br /> <br />. Controlling land use when authorized <br />or mandated by the state to do so. <br /> <br />. Providing information and technical <br />assistance to private parties concern- <br />ing floodplain development and use. <br /> <br />. Financing and implementing small <br /> projects. <br />. Operating the selected floodplain ~ <br /> management program on a day-to-day <br /> basis. <br /> <br />Unfortunately, local governments <br />are often not adequately equipped <br />either technically or financially for <br />carrying out many floodplain management <br />measures. In addition, local interest <br />in floodplain management is often <br />overshadowed by the desire for growth <br />and improvement of the tax base, and by <br />political pressure from those wishing <br />to develop floodplain lands. Public <br />education and involvement is therefore <br />very important as a means of gaining <br />community support for floodplain manage- <br />ment measures and programs. <br /> <br />'I' <br /> <br />28 <br />
