<br />, <br />. <br /> <br />. <br /> <br />. <br /> <br />. <br /> <br />, , <br /> <br />Timing - A late seasonal runoff--mid May through June-- <br />with snowpacks above 150% increases the flooding potential. <br /> <br />Attached are several exhibits which will explain Colorado's <br />flooding characteristics in more details. Exhibit 1 outlines the <br />CWCB's emergency flood operations, flood magnitudes, and the <br />significance of various flood magnitudes. Exhibit 2 states <br />community flood threats for 1984 based on the April 1 snowcourse <br />readings. Exhibit 3 delineates the national flood potential; <br />and Exhibit 4 shows the floods in Colorado during 1983. Our <br />April, 1984, Flood Outlook is summarized by basin in Exhibit 5 <br />and by COE District in Exhibit 6. <br /> <br />Conclusions and Recommendations <br /> <br />From our analysis, it appears that the Uncompahgre River is <br />the stream with the greatest flood threat. The Board staff has <br />been working with the Corps of Engineers and local government <br />officials to implement "Advanced Flood Mitigation Measures." <br /> <br />Should you desire additional assistance regarding the 1984 <br />spring threat, 1 will be happy to respond. When the SCS' s May 1, <br />1984 "Advanced Snow Survey Information" is available, I will <br />provide you with a revision of this analysis. <br /> <br />It is my understanding that you will now merge the data <br />provided by Jeris and me in a letter(s) to the Corps.
