This flood threat analysis is based on snow data <br />as presented in the' SCS' s "Advanced Snow Survey Information n <br />dated April 1, 1984 and our knowledge of community flood problem <br />areas. <br /> <br />Snowmelt flood events are the result of three climatic <br />parameters. <br /> <br />o Snowpack <br /> <br />o Temperature <br /> <br />o Timing <br /> <br />Snowpack - When an average basin snowpack exceeds 150% of <br />the recorded average, concern should be stressed regarding a <br />flood potential. When the snowpack exceeds 200% of the <br />recorded average, downstream community officials should <br />begin advance flood mitigation measures. <br /> <br />Temperature - From our past experience in the monitoring of <br />snowpacks and their resultant runoffs, we know that for high <br />water to occur within a basin an extended warm temperature <br />trend of 5-7 days must occur without freezing in the <br />snowfields above elevation 10,DDO ft.
