<br />WHEREAS, the Colorado Water Conservation Board has determined that new and updated <br />floodplain information is necessary for the City of Blackhawk so that wise land use planning and <br />development decisions can be made at the local level; and <br /> <br />WHEREAS, the Colorado Water Conservation Board urges the City of Blackhawk to <br />initiate a new detailed floodplain study, within the next 12 months, that reflects accurate and <br />updated floodplain conditions for all flooding sources within the corporate limits, either by their <br />own study contractor or in cooperation with the Federal Emergency Management Agency; and <br /> <br />WHEREAS, the Colorado Water Conservation Board recommends conditional designation <br />and approval of said floodplain information dated April 16, 1984 provided that new detailed <br />floodplain information be generated for the City of Blackhawk in a timely manner as stated above; <br />and <br /> <br />COMPLIANCE WITH CWCB TECHNICAL STANDARDS <br /> <br />Detailed Floodplains Compliance <br />WHEREAS, the detailed floodplain information in said report dated April 16, 1984 in the <br />City of Blackhawk is consistent with the requirements for detailed information, listed under the <br />Board's "Rules and Regulations for the Designation and Approval of Floodplains and of Storm or <br />Floodwater Runoff Channels in Colorado" (2 CCR 408-1), as the floodplain conditions were on <br />i\pril 16, 1984; and <br /> <br />Approximate Floodplains Compliance <br />WHEREAS, the hydrology information for the approximate floodplains for streams in said <br />report can be estimated using the Guidelines for Determining lOO-year Flood Flows for <br />Approximate Floodplains in Colorado (Guidelines) provided that the stream's drainage area fall <br />within the applicable range for the appropriate regression equation published in the Guidelines; and <br /> <br />WHEREAS, no procedure has been established by the Guidelines for estimating the 100- <br />year flow for streams that have drainage areas that are outside of the applicable drainage basin size <br />limits; and <br /> <br />WHEREAS, the designation and approval of the approximate floodplain information <br />contained in said report is contingent upon the understanding by the City of Blackhawk that a case- <br />by-case review of all development proposals is necessary within those approximate floodplains; <br />and <br /> <br />WHEREAS, the designation and approval of the approximate floodplain information for <br />streams that have drainage areas that are outside of the applicable drainage basin size limits for the <br />appropriate regression equation, as set forth in the Guidelinesf is contingent upon the understanding <br /> <br />3 <br />
