<br />by the City of Blackhawk that detailed hydrologic analyses utilizing methodologies other than the <br />Guidelines (i.e. an at-site stream gage analysis, a regional stream gage analysis, rainfall-runoff <br />modeling, or other acceptable method) must be performed by a registered professional engineer <br />and submitted by the developer prior to approval of all development proposals within those <br />approximate floodplains; and <br /> <br />WHEREAS, the designation and approval of the approximate floodplain information for <br />streams that have drainage areas that fall within the applicable drainage basin size limits of the <br />appropriate regression equations, as set forth in the Guidelines, is contingent upon the <br />understanding by the City of Blackhawk that hydrology values estimated using the Guidelines may <br />only be used for certain development proposals (such as open space, agriculture, bridges and <br />culverts that serve single farmslhomeslcabins, pole barns, and individual single family structures), <br />and that a detailed hydrologic analyses utilizing methodologies other than the Guidelines (i. e. an <br />at-site stream gage analysis, a regional stream gage analysis, rainfall-runoff modeling, or other <br />acceptable method) must be performed by a registered professional engineer and submitted by the <br />developer prior to approval of all other types of development proposals within those approximate <br />floodplains; and <br /> <br />General ComDliance <br />WHEREAS, the approximate floodplain information in said report dated April 16, 1984 in <br />the City of Blackhawk is consistent with the requirements for approximate information listed under <br />the Board's "Rules and Regulations for the Designation and Approval of Floodplains and of Storm <br />or Floodwater Runoff Channels in Colorado" (2 CCR 408-1), contingent upon the understanding by <br />the City of Blackhawk that a case-by-case floodplain review is necessary of all development <br />proposals as stated above; and <br /> <br />DESIGNATION AND APPROVAL ACTION <br /> <br />NOW, THEREFORE, BE IT RESOLVED by the Colorado Water Conservation Board in <br />regular meeting assembled in Northglenn, Colorado, this 27th day of January 1999, that it does <br />hereby conditionally designate and approve as detailed information the storm or floodwater runoff <br />channels or basins within the City of Blackhawk described by detailed floodplain information in <br />said report dated April 16, 1984, provided that the City of Blackhawk initiate a new detailed <br />floodplain study, within the next 12 months, that reflects accurate and updated floodplain <br />conditions for all flooding sources within the corporate limits, either by their own study contractor <br />or in cooperation with the Federal Emergency Management Agency; and <br /> <br />BE IT FURTHER RESOLVED by the Colorado Water Conservation Board that it does <br />hereby conditionally designate and approve as approximate floodplain information the storm or <br />floodwater ninoff channels or basins within the City of Blackhawk in said report dated April 16, <br />1984, contingent upon the understanding that the City of Blackhawk will regulate the approximate <br />floodplains on a case-by-case basis, subject to an approximate or detailed hydrologic analysis, as <br />appropriate, and subject to an approximate or detailed hydraulic analysis, as appropriate, that are to <br /> <br />4 <br />
