<br />Matrix Design Group is very interested in assisting the CWCB on this Floodplain Study Review
<br />and Designation Program project. We most certainly will make this project a priority to
<br />continue the positive relationship with the CWCB that we have worked so hard to develop over
<br />the last 3 years. We believe we have the expertise to provide the CWCB with top-quality
<br />technical analysis, and we would sincerely enjoy working with the CWCB staff on tlus project.

<br />The project scope and budget appear very realistic to allow for a thorough technical review and
<br />analysis, given the current workload of the Matrix staff. Current on'going projects fi)r the Water

<br />Attached as a supplement to this brief description are full resumes of Matrix's management team,
<br />Three of the firm's founders have over 30 years of combined experience in water resources
<br />planning and engineering, complimented by design awards, publications and national recognition
<br />as leaders in this industry. The compliment of technical and support staff at Matrix bring a broad
<br />range of technical and management expertise to provide expert service and build a sustainable
<br />practice,

<br />John L Blanchard, PE, Principal-In-Charge
<br />Mr. Blanchard has broad-based background that includes 18 years of experience in municipal
<br />engineering, water resources, and land development. He holds an MBA in finance, is a
<br />registered real estate appraiser in Colorado, and routinely serves as project technical lead on
<br />master plans and interdisciplinary designs, As a part-time instructor for the American Society of
<br />Civil Engineers (ASCE) and University of Wisconsin for the past 6 years, Mr, Blanchard has
<br />developed a national reputation in water resources and stormwater management. Prior to Matrix,
<br />he served as Vice,President at BRW and Regional Managt~r for the Dames & Moore
<br />Transportation Division, He is currently assisting with the preparation of infrastructure master
<br />plans and capital improvement programs to support redevelopment of the former Stapleton
<br />International Airport.
