<br />Matrix staff has developed national reputations as leaders in the water resource field, Mr. John
<br />Blanchard, PE has been teaching the ASCE course, Applications in Storm water Management,
<br />nationwide for six years. Mr. Robert Krehbiel, PE has managed water resource projects in
<br />Colorado, Nebraska, New Mexico, Arizona, Oregon and Montlma and has been a regular
<br />presenter at the Colorado Association of Stormwater and Floodplain Managers annual
<br />conference.

<br />Water Resource and Other Relevant Project Experience
<br />
<br />The founding partners at Matrix have been involved in a variety of water resource and site civil
<br />assignments, which are highlighted in the accompanying project sheets at the end of this
<br />Statement of Qualifications. Projects have ranged :ITom watersh,~d management and channel
<br />master planning for the Roaring Fork River to drainage master planning and utility design for the
<br />redevelopment of the Lowry Air Force Base, The following show case projects were managed by
<br />the Matrix founders include:
<br />· Multi-Objective Watershed Master Planning Project on the Roaring Fork River,
<br />Aspen to G1enwood Springs, Colorado completed under the direction of the Colorado
<br />Water Conservation Board
<br />· Floodproofmg Program for the City of Fort Collins, Colorado completed under the
<br />direction ofthe Colorado Water Conservation Board,
<br />. Floodplain Analysis for North St. Vrain and St. Vrain Creek completed for the Town
<br />of Lyons, Colorado,
<br />. Floodplain and channel analysis for the entire U.S. Air Force Academy, Colorado
<br />Springs, Colorado.

<br />Matrix utilizes state,of-the art technologies in creating "smart" master plans that provide today's
<br />decisions makers with tomorrow's management tools, Our use of Geographic Information
<br />Systems (GIS) that are linked to engineering, land use, and financial models is at the vanguard of
<br />master planning, Through use of these models we assist clients ill optimizing plans to reduce
<br />costs, expedite construction, and maximize value, Additionally, the broad infoffimtion systems
<br />platforms that are created as a by-product of this approach will provide Matrix or your
<br />organization with interactive technologies to provide on-going system support and maintenance
<br />facilitation, We apply state-of-the-art software programs in the planning and design of our
<br />projects and when appropriate have adapted and modified off the shelf programs to meet the
<br />special needs of our clients. We are outfitted with the most recent versions of most business and
<br />technical software.

<br />The tasks outlined in the CWCB Notice of Interest, dated March 7, 2000 described the
<br />consultant's work as follows:
<br />1, Obtain a list of 4 to 6 floodplain studies to evaluate every other month,
<br />2, NotifY the affected corrununities in writing and through telephone calls,
<br />3, Compile a history of floodplain infi)rmation for the affected corrununities,
<br />4, Perform an engineering technical revi,~w of the Floodplains in accordance with
<br />the CWCB "Rules and Regulations,"
