<br />15 <br /> <br />proposed the use of a less than lOO-year frequency design level. The primary <br />divergence between the improvements suggested in the Master Plan and those <br />recommended herein, is that the 31st Street Bridge is recommended for enlarge- <br />ment in this analysis. The need for this became apparent during the hydraulic <br />modeling process, particularly if debris blockage is entered into the analy- <br />sis. The lOO-year design frequency chosen for the bridge analysis is in <br />compliance with the City of Colorado Springs drainage criteria, and allows for <br />the maintaining of a lOO~foot floodway width for the entire reach evaluated. <br />Discussions with officials from the Region VIII office of the Federal <br />Emergency Management Agency indicated a general concurrence for the need of a <br />flood control plan within this reach of Fountain Creek. FEMA will review <br />design drawings for this area of Fountain Creek and issue a "Letter of <br />Belief", .shou1d the plans meet with agency approval. <br />With respect to compliance to existing flood plain regulations, the infor- <br />mation which is currently in force is the Flood Hazard Boundary Map (FHBM), or <br />Zone A maps for the City of Colorado Springs. Should the project proceed <br />during the next six to twelve months, the Zone A map would need to be amended, <br />and the associated back-up documentation would have to be submitted to FEMA. <br />It is not anticipated that the Preliminary Flood Insurance Study for Colorado <br />Springs will become effective within this time frame. <br />The City of Colorado Springs and E1 Paso County have adopted the <br />preliminary flood insurance for flood plain regulation and in the determination <br />of whether a building permit should be provided for construction in flooded <br />areas delineated by FEMA. Currently, no permits are being issued for new or <br />remodeling construction, because of the high flood hazard. However, the City <br />and County would approve of the project provided the benefits of the project to <br />the community are positive, a funding source is available, and proper agency <br />review is carried out during the design and construction process. <br /> <br />Recommendations <br /> <br />At this point in time, the economic feasibility justifies the taking of <br /> <br />further steps toward the construction of the drainageway improvements. <br /> <br />Specifically, SLA recommends the following steps be initiated. <br /> <br />1. Wester and Company, Inc., should meet with the City of Colorado <br />Springs to discuss the project, and request staff review the <br />
