GC-6 Contract Administrator. The Contract Administrator is the person or administrative organization identified in the CONTRACT as the individual or entity retained by the OWNER, to supplement the ENGINEER's administration capabilities. The degree of his participation in the administration of the CONTRACT will be specified in the CONTRACT. GC-7 Construction Inspectors. 7.01 GENERAL. The work may, from time to time, be under the observation of inspectors with different duties and responsibilities. Inspectors employed by the OWNER will inspect to see that work is performed in conformance with the construction documents. If funds of the State of Colorado or the United States of America have been provided to pay for the WORK, inspectors of these governmental units may maintain observation over the CONTRACTOR's operations. Such observation can also extend to the CONTRACTOR's records and files. Should inspectors of the OWNER or the State of Colorado or United States of America find defects, the information about these defects will be communicated to the CONTRACTOR through the OWNER's representative assigned to the WORK. The CONTRACTOR shall not act on information or instructions offered by inspectors other than the inspectors assigned to the work by the OWNER. 7.02 CONSTRUCTION INSPECTION BY THE OWNER. Inspectors, either employees of the OWNER or contract inspectors, will be assigned to the work. These inspectors will perform tests and observe the work to determine whether or not materials used, construction processes and methods appl ied, and equipment installed satisfy the requirements of the DRAWINGS AND SPECIFICATIONS, suppl ementary drawi ngs and specifi cati ons, and the CONTRACTOR's warranty. The CONTRACTOR shall, therefore, permit these inspectors unlimited access to the work as well as whatever access is needed to off-site facilities used to store or manufacture materials and equipment to be incorporated into the WORK. 7.D3 AUTHORITY OF INSPECTORS. Inspectors assigned to the work by the OWNER are authorized to reject any work, any materials, or any component of the work which is not as required by the CONTRACT DOCUMENTS. Inspectors are not authorized to change the design or the intent of the PLANS and SPECIFICATIONS. GC-8 Construction Surveys. Unless otherwise stated, the ENGINEER will locate the work on the construction site by providing all reference points for all horizontal control and all bench marks for all vertical control. These reference poi nts and bench marks are of necessity offset by a predetermined distance and elevation. The CONTRACTOR must, therefore, employ a qualified surveyor to accurately transfer this survey control information to the points of application to insure that all elements of the WORK are correctly located.
