Costilla <br />Counry is also facing financial hardship Blld would be unable to aSSiSI" us <br />except with in-kind services. <br /> <br />The U.S. Soil Conservation Service has ~grced to provide the neces- <br />sary engineering surveying and inspection to complete the {)roject a: no <br />cost to the Town. The value of their servic~s is probably clOEr to $7,000. <br />There is some indication that the ranch next ~:C) the prDblcm arcz; will as- <br />sist in some way. <br /> <br />We understand that cost-sharing by th~ To~n may ~)e a f~ctcr in your <br />final decision. The Town respectfully requests that our stlare be liinitcd <br />to in-kind services due to our financial constraints. <br /> <br />The health hazard facing our communities is two-fold, (1) tle sewage <br />discharge in the Culebra Creek and (2) the adverse healtll conditions as- <br />sociated with the water in the basements a~d crawl spaces of sixty six <br />(66) fa1\ilies. <br /> <br />I have asked that David G.
