Thursday night from residents upset about waler in their basements. Accmiing to a June 15 Soil Con. servalion Service report, the cause of the high water Is probably the Iniga :ion of- a hay field north of town and SilO Luis' own Irrigation system. The report suggests solving the problf:m by replacing the hay field's . recenlly.dug trench with a shallow 5urfa(~ ditch and tile drnin, and by replacing the town's irrigation system with a concrete ditch or pipe. After visiting a number of homes wHh, flooded basements, including one home whose adobe walls were crumbling from lle moisture, the council agreed somettung must be done to lower the water table in the northeast part of lown. The council decided to contact the repretentative of the Dos Hennanos Ranct, where the hayfield is located, to see if the ditch could be replaced. \ The council also conferred with the Costilla County Commissioners to deteITl.ine priorities for spending in- coming CDBG grants money. The council and commission also worked together to create A CosUlla County Airport Authority, which would ,- oversee the creation of the propo~ll~d Costilla County Airport. ; The Ail:l>Ort Authority will COllsist of seven members, four appointed by the commissioners and three by the council. The county agreed to try to appoint its members from the county area, and the city to pick onl:r t(l\'I'n residents if possible. The council decided not tl) 'grant special liquor' licenses for U)e three days of the Santa Ana Festival.
