Thursday night from residents upset <br />about waler in their basements. <br />Accmiing to a June 15 Soil Con. <br />servalion Service report, the cause of <br />the high water Is probably the <br />Iniga :ion of- a hay field north of town <br />and SilO Luis' own Irrigation system. <br />The report suggests solving the <br />problf:m by replacing the hay field's <br />. recenlly.dug trench with a shallow <br />5urfa(~ ditch and tile drnin, and by <br />replacing the town's irrigation system <br />with a concrete ditch or pipe. <br />After visiting a number of homes wHh, <br />flooded basements, including one home <br />whose adobe walls were crumbling <br />from lle moisture, the council agreed <br />somettung must be done to lower the <br />water table in the northeast part of <br />lown. <br />The council decided to contact the <br />repretentative of the Dos Hennanos <br />Ranct, where the hayfield is located, to <br />see if the ditch could be replaced. <br />\ The council also conferred with the <br />Costilla County Commissioners to <br />deteITl.ine priorities for spending in- <br />coming CDBG grants money. Coun. <br />cilors were asked tG decide whether a <br />new fL~e truck or a town drainage: study <br />WIlS more important for tlle com. <br />munit:f. <br /> <br />While the council Celt bot.h were <br />important, both the council and tile <br />conunissioners decided if only one <br />project could be funded, It shoulCl be the <br />drainage study. <br />The council and commission also <br />worked together to create A CosUlla <br />County Airport Authority, which would ,- <br />oversee the creation of the propo~ll~d <br />Costilla County Airport. ; <br />The Ail:l>Ort Authority will COllsist of <br />seven members, four appointed by the <br />commissioners and three by the <br />council. The county agreed to try to <br />appoint its members from the county <br />area, and the city to pick onl:r t(l\'I'n <br />residents if possible. <br />The council decided not tl) 'grant <br /> <br />special liquor' licenses for U)e three <br />days of the Santa Ana Festival. County <br />Sheriff Pete Espinoza said his ~{oal was <br />to clean up the festival and ma~:e It a <br />".more enjoyable' occasion for those <br />attending. , <br />Espinozfl also lhanked the COllOCil for <br />lending hh department a town car.
