I3yr,ne: <br /> <br />9n thig dat.,e,. the,Town of San Luis has (~eclared a St.ate of Emergency <br />concern Lng ~.~ealth haz~rd facing our community. <br /> <br />:~s y~u..are..awa,re, the Town of San Luis )"esidcnts are sufferlng the <br />effec~s of a high,'ground water problem. A recent survey by the (:onc.jos- <br />Cosqllia, Communttiy Action Agency it1dicates tbal: sixty six (66) bornes bave <br />been im])a't~d. Many of the homes have basements and crawl 5pace~i. The <br />residen:s are fbrced to pump the ground water entering their baSI!mcnts <br />into chi! sewer system. (See attached news articles). If our re~iidellts <br />do not jJump the basements, the ground wate~ wLll enter up and in1:0 base- <br />ments with resulting depths of fro~ three to five feet. The basE!men!:s <br />and foul1datidns are crumbling at this point <br /> <br />We have been notified on tbis date by the San Luis Valley Hater and <br />Sanitat:~on District that we must cease the pumping action. The ~~ter and <br />Sanitat::on District was placed on ~otice by the Colorado State HE!alth De- <br />partmenl: that if they did not comply ttey would be forced to begln con- <br />structic)n immediately on a ~hird sewage lagoon. The Colorado He~ILth De- <br />partment:1s decision came as a result of a high effluent dischargE! from <br />the pre~;ent lagoon system into the Culebra Creek south of San Luis. <br /> <br />We have been attempting to effectively v,rork out c: solution Co this <br />problem. The Town has a $25,000, grant application filed with [tIe De- <br />partment: of Local Affairs to conduct a maiter drainag~ plan for t.he en- <br />tire tovm. This drainage plan, when completed 1,.dll identify all areas of <br />problem to the town. <br /> <br />YOllr assistance is requested in alleviating the immediJte ~r.oblem in <br />the nort:heast area of town. The U.S. Soil Ccnservation Area Engi.neer has <br />recommended a tile drain system to be insL'llled along the north ::~i.de of <br />town to address most of the drainage problems in northeast San [~llis wtlcrc <br />the pumFling is taking place.
