<br />On July 30, 1987, representatives of TIlE! Colorado Department of <br />Highways met with Town officials and agreed to conduct an <br />investigation of the bridge vs, culvert problem, The SCS <br />office in San Luis has been contacted by the Highway Department <br />hydrologist who has stated that the study of the culver:ts will <br />begin during August of 1987. The SCS office in San Luis will <br />furnish all available hydrological data, maps, and other <br />information concerning the Rito Seco crossing for use by the <br />highway department in their investigations. <br /> <br />4.10 <br /> <br />Colorado Department of Health <br /> <br />The Colorado Department of Health (CDH), Water Quality Control <br />Division, has been monitoring the San Luis Water and Sanitation <br />District's outfall at the sewage laqooDs and have placed the <br />Dist on notice of non-compliance (see Exhibit t'), The t'ecal <br />Coliform, ff/lOO ml is 25 times the allowable permit, The CDH <br />has stated that the necessary steps be taken to maintain <br />compliance with permit conditions at all times, CDH has stated <br />that failure to provide an adequate response and carry through <br />wi th thE! necessary abatement procedureE; may resul t in further <br />action by the Division, including imposition of civil and/or <br />criminal penalities. The CDH, by law" has the authority to <br />require the District to begin construction to expand the <br />facilities when flows reach 95 percent of the design hydraulic <br />capacity (see Exhibit F). <br /> <br />4,11 <br /> <br />Colorado Department of Local Aff!US..2. <br /> <br />The Department of Local Affairs was created by the <br />Administrative Act of 1968 to assist units of <br />government--towns. cities, and counties. Two Divisions within <br />the Department have programs dealinq with drainage. flood <br />control and floodplain management, the Division of Local <br />Government and the Division of Housinq. These Divisions have <br />grant and lending programs which are made available to local <br />governments by application reguests. The grant program titles <br />are. Water and Sewer Facilities, Impact Assistance, Community <br />Development Block Grants, and State Housing Grant Funds, The <br />Department has provided State funding for previous community <br />projects within San Luis and Costilla County, The Town's <br />application for funding of the $25,000 Master Drainage Project <br />is being coordinated by the Department, <br /> <br />4,12 <br /> <br />Division of Disaster Emerqe!!.fY_J?.€Lyice~ <br /> <br />The Division of Disaster Emer'gency Services (DODES) has <br />provided on scene disaster recovery specialists and planners to <br />Costilla County and the Town of San Luis to assist and advise <br />during times of need. <br /> <br />-12- <br />
